Book excerpt: Insufficient quality assurance procedures on the part of the Department for Innovation, Universities and Skills for private educational establishments on the Register of Education Providers, which facilitated the issuing of student visas between 2005 and 2009, allowed bogus colleges to bring foreign nationals into the UK on fraudulent student visas. The Committee suspects that a significant proportion of some 2,200 colleges which have not transferred from the Register of Education Providers to the new register of sponsors under the points based immigration system are not legitimate. Colleges not on the register of sponsors will no longer be able to facilitate student visas, but the number of illegal immigrants who may already have entered the UK on fraudulent student visas may run into tens of thousands. The report finds no substantial evidence to corroborate the alleged link between bogus colleges and terrorist activity. Evidence suggests that most individuals entering the UK on fraudulently-obtained student visas do so in order to work illegally. New arrangements for issuing student visas under the points based immigration system do appear to provide a more effective means of countering bogus colleges but the inspection regime in place gives cause for concern. The report strongly recommends that the Government uses the Companies Act 2006 to restrict use of the term "college" in future to properly accredited institutions and instigates an inspection regime to enforce this.

Available in PDF, EPUB and Kindle. Book excerpt: An illuminating history of the reform agenda in higher education. For well over one hundred years, people have been attempting to make American colleges and universities more efficient and more accountable. Indeed, Ethan Ris argues in Other People’s Colleges, the reform impulse is baked into American higher education, the result of generations of elite reformers who have called for sweeping changes in the sector and raised existential questions about its sustainability. When that reform is beneficial, offering major rewards for minor changes, colleges and universities know how to assimilate it. When it is hostile, attacking autonomy or values, they know how to resist it. The result is a sector that has learned to accept top-down reform as part of its existence. In the early twentieth century, the “academic engineers,” a cadre of elite, external reformers from foundations, businesses, and government, worked to reshape and reorganize the vast base of the higher education pyramid. Their reform efforts were largely directed at the lower tiers of higher education, but those efforts fell short, despite the wealth and power of their backers, leaving a legacy of successful resistance that affects every college and university in the United States. Today, another coalition of business leaders, philanthropists, and politicians is again demanding efficiency, accountability, and utility from American higher education. But, as Ris argues, top-down design is not destiny. Drawing on extensive and original archival research, Other People’s Colleges offers an account of higher education that sheds light on today’s reform agenda.

This book was released on 2012-04-11 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this Home Affairs Committee's report into the Work of the UK Border Agency, it criticises the Agency for failing to deport more than 600 foreign national prisoners who were released between 1999 and 2006 and are still in the country and for failing to clear the "controlled archive" of lost applicants. At the current rate it will take a further 4 years to close all cases. The Committee found that the Agency has still not resolved all of the asylum 'legacy' cases first identified in 2006. Instead, there are 17,000 ongoing cases still awaiting a final decision and the Agency appears to be discovering more cases. The Committee remains uncertain over the feasibility of the Government's e-borders timetable. It finds it difficult to see how the scheme can be applied to all rail and sea passengers by December 2014. It acknowledges that the Government must have a comprehensive e-border system if it is to be effective. However, it needs clarity on policy and practicalities for achieving this. The Committee makes a series of specific recommendations aimed at improving the working of the Agency, concerning: appeals, bogus colleges, data provided and use of statistics. It calls on the Home Office to act immediately to deal with the public scepticism over the effectiveness of the UK Border Agency and to require clarity in the information produced for both the public and Parliament.

Book excerpt: "A must-read" – Maya Goodfellow "Highly readable" – Joshua Rozenberg QC "Brilliant and urgently necessary" – Amelia Gentleman "Incisive and compelling" – The Secret Barrister *** How would we treat Paddington Bear if he came to the UK today? Perhaps he would be a casualty of extortionate visa application fees; perhaps he would experience a cruel term of imprisonment in a detention centre; or perhaps his entire identity would be torn apart at the hands of a hostile environment that delights in the humiliation of its victims. Britain thinks of itself as a welcoming country, but the reality is very different. This is a system in which people born in Britain are told in uncompromising terms that they are not British, in which those who have lived their entire lives on these shores are threatened with deportation, and in which falling in love with anyone other than a British national can result in families being ripped apart. Now fully updated to include the Nationality and Borders Bill, in this vital and alarming book, campaigner and immigration barrister Colin Yeo tackles the subject with dexterity and rigour, offering a roadmap of where we should go from here as he exposes the injustice of an immigration system that is unforgiving, unfeeling and, ultimately, failing.
