Every child deserves an opportunity to learn in a safe and healthy environment. Safe drinking water and a safe place to use the toilet are as important as teachers, classrooms, and books. Generating evidence on the cause of service failures and low sustainability of school Water Sanitation and Hygiene services is essential to improve the quality of education. This study assessed blockages to WASH service sustainability of Water Sanitation and Hygiene in Kampala's public primary schools to inform the development of sustainable WASH in school's service delivery and management models. Data collection methods included desk reviews, key informant interviews and focus group discussions. WASH blockages analysis was conducted to give a visual representation of the challenges and barriers prohibiting sustainable access to WASH in Schools. Key study findings highlighted three categories of blockage including; enabling environment, WASH infrastructure supply, and service sustainability.

The analysis relies on a series of nationally representative household surveys for the period 2002-13, as well as on qualitative data collection. The study first analyzes trends in access to safe water and some of the constraints faced by households in this area using mostly household survey data. The issue of the cost of water for households without a connection to the water network is discussed with a focus on public stand pipes. Next qualitative data are presented on the obstacles faced by households in accessing safe water. The last two chapters are devoted to sanitation. As for safe water, the focus is first on household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to provide access to water and sanitation for the poor as well as options going forward.

Book excerpt: Diarrheal diseases caused by poor water, sanitation and hygiene continue to kill more children in Sub-Saharan Africa's burgeoning informal urban settlements than in any other part of the world. In recent years, Delegated Management Model (DMM), a partnership in which a utility delegates service management to slum residents have been promoted as new models to improve services. This dissertation examines the benefits of DMM by comparing water services in three informal settlements in Kisumu city, Kenya: two slums where DMM has been implemented, and one, a control, where it has not. In addition, the research examined how school-based hygiene interventions could be designed to improve safe water and hygiene knowledge in urban informal settlements. This study compared outcomes of two approaches to hygiene education, one which combined messages with participatory water testing; the second used hygiene messages alone. Results of the DMM study showed that DMM implementation had lowered water cost and improved provider accountability. However, unhygienic water collection and handling practices on the part of the service users could contaminate drinking water that was clean at the delivery point, thus preventing the intended health outcomes of DMM from being realized. Results of the hygiene education intervention showed that one week after the inventions, hygiene knowledge among students who received the intervention that combined hygiene messages with participatory water testing was significantly improved. Evaluation of the intervention 12 months after implementation showed that the hygiene knowledge gained was sustained. The research findings suggest that: i) regular monitoring of water quality at the kiosks is essential to ensure that the DMM model achieves intended health outcomes, ii) sanitation conditions at kiosk sites need to be regulated to meet minimum hygiene standards, and iii) customers need to be educated on safe water collection and storage practices. Finally, school-based hygiene education could be made more effective by including hands-on water testing by students. Making sustainable impact on health and wellbeing of slum residents requires not only building effective partnerships for water delivery, but also paying close attention to the other points of intervention within the water system.

This report shows how the world has changed since 1990. It provides an assessment of progress towards the MDG target and insight into the remaining challenges. Section A provides an overview of progress against the parameters specified in the MDG target for water and sanitation in both urban and rural areas. It presents data for the world as a whole and compares progress across regions. The report goes on to examine trends over the MDG period by region and by level of service. It pays particular attention to the numbers of people who have gained the highest level of service in drinking water supply - piped water on premises - and those with no service at all who use surface water for drinking and practice open defecation. In order to understand the nature of progress it is important to look carefully at the way improvements in water and sanitation have benefited different socioeconomic groups. This report sheds light on equality gaps between urban and rural dwellers and between the richest and poorest segments of the population. It presents several new ways to visualize progress on extending service to the poor designed to reveal the nature of inequalities and give the reader insight into the great challenge that still exists in ensuring that progress reaches everyone. The JMP was established in 1990 and is celebrating its Jubilee Year in 2015.
