The region deals with rising soil and water salinization as well as agricultural land degradation. The sector is being impacted by climate change, particularly in light of the recent extended droughts. Making the most of all available water resources, especially saline waters, becomes essential in a situation where water scarcity is getting worse due to a combination of climate change's effects and rising demand. FAO conducted this study on the state and prospects of biosaline agriculture in the member nations of the Arab Maghreb Union (AMU) in collaboration with the International Center for Biosaline Agriculture (ICBA) and the AMU, as part of a regional initiative on water scarcity. Biosaline agriculture is the cultivation of plants in water or on soils high in salt. It entails using tolerant plants that can produce a significant amount of biomass under saline circumstances to recover and maintain saline soils and to exploit saline waters for sustainable and financially advantageous production. The report provides a comparative analysis of the five nations in the Maghreb region, assesses the diverse farming practices and experiences already in use there, and offers a vision and framework for coordinated action and the promotion of biosaline farming. The report highlights the regions of the Maghreb countries that are most affected by salt, along with their features, existing practices, methods of adaptation, and prospects for future sustainable agricultural production.

In response, greater attention to and funding for climate change adaptationincluding the efforts of National Adaptation Programmes of Action (NAPAs), the Least Developed Country Fund, the Special Climate Change Fund, the Adaptation Fund, and the E.U. Global Climate Change Allianceprovide an opportunity for institutional, organizational, and human-capacity strengthening. This study was conducted to explore the challenges and opportunities for building human, organizational, and institutional capacity for more effective climate change adaptation in developing countries. It is part of a larger research project titled Enhancing Womens Assets to Manage Risk under Climate Change: Potential for Group-Based Approaches, which is being conducted to help organizations better understand ways in which development projects can assist rural households in adapting to and managing the effects of climate change. This report provides some reflections and insights on the level of awareness, practices, and organizational and institutional issues being faced by countries as they adapt to climate change, based on interviews with 87 practitioners working in government agencies, local organizations, international organizations, and think thanks reporting involvement in climate change adaptation. Data were collected in Bangladesh, Ethiopia, Kenya, and Mali using both an e-survey platform and face-to-face interviews. Responses reveal active work within these organizations on climate change adaptation and emphasize their important role in the countries efforts to address and adapt to climate change. Responses also reveal strong awareness among these organizations of different aspects of climate change adaptation along the different stages in a climate change adaptation project cycle, which may be a reflection of the active discussions and awareness campaigns during NAPA development in these countries. However, despite the awareness and presence of national strategies and action plans, there seem to be no explicit and clearly defined policy and strategy within these organizations outlining their role in and contribution to the national and collective efforts and, more importantly, no explicit and measurable targets and monitoring and evaluation (M&E) system to track progress and outcomes over time. Reported capacity gaps can be grouped into two categories: training needs and institutional challenges. In many organizations, there is limited awareness of and emphasis on the need for participation of target groups and beneficiaries during design and planning of climate change adaptation projects. In addition, many respondents reported a need for greater attention to issues related to profitability, financial sustainability, and market access from climate change project design to M&E. Finally, respondents emphasized that climate change projects should pay greater attention to gender, social, political, and cultural issues in their design and implementation. Reflections of respondents also highlighted the need for organizational capacity strengthening for those local organizations working in and providing services to rural communities, and for promoting a culture of impact and M&E within these organizations, in addition to the reported training needs in climate change management and in gender and social analysis. While this report provides some insights, further empirical analyses are needed to discover more details on strategies that could help trigger mind-set and organizational culture change and to capture the complexity of organizational and institutional issues hindering climate change adaptation efforts that aim at reducing vulnerability and contributing to development outcomes.

However, most research linking global change and food systems examines the impact of climate change on agricultural production, or the impact of agriculture on land use, pollution and biodiversity, overlooking interactions with other aspects of the food system – such as food processing, packaging, transportation and consumption and employment derived from these activities. This book demonstrates that new threats to food security which arise from environmental change require more than simply a focus on agricultural practices – what is needed is an integrated food system approach. The authors point out that the process of adapting food systems to global environmental change is not simply a search for technological solutions to increase agricultural yields. Tradeoffs across multiple scales among food system outcomes are a prevalent feature of globalized food systems. Within food systems, there are key underexplored areas that are both sensitive to environmental change and crucial to understanding its implications for food security and adaptation strategies. The authors assert that technical prescriptions alone will not efficiently manage the food security challenge. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Book excerpt: The proceedings of the second meeting of the International Network of Salt-Affected Soils (INSAS) contain the abstracts of the papers presented during the workshop in Tashkent (22–26 May, 2023). The papers provide the up-to-date scientific knowledge and practical solutions for four topics: (1) mapping, assessing and monitoring of salt-affected soils; (2) sustainable management of salt-affected soils: practices and policy; (3) halophyte and saline agriculture and its effect on soil health; (4) integrated soil and water management under saline/sodic conditions. Under the first topic, modern techniques (geophysics, remote sensing, NIR spectroscopy) for mapping and monitroing of salt-affected soils as wel as mapping of environmental susceptibility to soil salinization in dry regions were presented. Under the second topic, different approaches to reclaim saline and sodic soils and improve seed germination including the use of different organic and inorganic amendments, organic biostimulants, biochar and phytoremediation were discussed. Moreover, biodiversity of salt-affected soils and its change along salinity gradient as well as the impact of soil enzymes on the structure and function of soil microbial communities and how soil degradation is associated with specific soil microbiota were reported. Policy gaps on addressing soil salinity were analyzed and further steps how to integrate agenda on SAS into existing agricultural policies were proposed. The results of Participatory Rural Appraisal approach to survey among farmers were provided. Under the third topic, the results on testing different conventional and non-conventional crops in field trials on salt-affected soils irrigated by fresh and saline water were reported. The influence of soil properties on growing halophytes was considered. Under the fourth topic, the ways to optimize the use of poor-quality irrigation water in agriculture were discussed. Some studies reported about the results of modeling of salt and water transport in soils for estimation of leaching requirement or root zone soil salinity. Several studies reported about the negative aspects of using brackish water leading to secondary soil salinization and sodification. For salt-affected areas with groundwater use for irrigation, the approach combining the Food Systems Approach and integrated water resources management was proposed to address the interdependent challenges of food and water security.
