Available in PDF, EPUB and Kindle. Book excerpt: Gayatri Chakravorty Spivak's 1988 essay Can the Subaltern Speak? introduced questions of gender and sexual difference into analyses of representation and offering a profound critique of both subaltern history and radical Western philosophy. Spivak's eloquent and uncompromising arguments engaged with more than just power, politics, and the postcolonial. They confronted the methods of deconstruction, the contemporary relevance of Marxism, the international division of labor, and capitalism's worlding of the world, calling attention to the historical and ideological factors that efface the possibility of being heard. Since the publication of Spivak's essay, the work has been revered, reviled, misread, and misappropriated. It has been cited, invoked, imitated, and critiqued. In these phenomenal essays, eight scholars take stock of this response. They begin by contextualizing the piece within the development of subaltern and postcolonial studies and the quest for human rights, and then they think with Spivak's essay about historical problems of subalternity, voicing, and death. A final section situates Spivak's work in the contemporary world, particularly through readings of new international divisions of labor and the politics of silence among indigenous women of Guatemala and Mexico. In an afterword, Spivak herself looks at the interpretations of her essay and its future incarnations, while specifying some of the questions and histories that remain secreted in the original and revised versions of Can the Subaltern Speak?& mdash;both of which are reprinted in this book.

The Institute of Policy took stock of how the choices people made have led the city-state to where she is today. As achievements are being celebrated, a conversation about the road ahead also begins. With much nation-building efforts premised upon the existence of this imagined community known as 'Singapore', it is an opportune moment to question and reimagine who 'we' are.The book documents the conference proceedings at Singapore Perspectives 2016 where the fourth generation of government ministers presented their thoughts on the social, economic and political future of Singapore and engaged in dialogues with panelists and audience members on the directions the country should take.

Available in PDF, EPUB and Kindle. Book excerpt: Industrial clusters in Silicon Valley, Hsinchu Park, and northern Italy, and in the vicinity of Cambridge, U.K., have captured the imagination of policymakers, researchers, city planners and business people. Where clusters take root, they can generate valuable spillovers, promote innovation, and create the critical industrial mass for sustained growth. For cities such as Kitakyushu, Japan, that are faced with the erosion of their traditional industrial base and are threatened by economic decline, creating a cluster that would reverse the downward trends is enormously attractive. Growing Industrial Clusters in Asia offers practical guidance on the nature of clusters and the likely efficacy of measures that could help build a cluster. It draws on the experience of both established dynamic clusters and newly emerging ones that show considerable promise. The insights that result from its anlaysis will be of particular interest to policy makers, urban planners, business people, and researchers.
