Book excerpt: In the framework of the EU-funded project TEESAEC, an instructional research project was conducted in six European countries (Austria, Estonia, Germany, The Netherlands, Switzerland, United Kingdom). In the quasi-experimental study, an innovative series of lessons on the European Union was introduced into politics lessons in the form of a WebQuest. The intervention study aimed to determine whether the problem-based learning environment WebQuest leads to greater cognitive outcomes as compared with traditional lessons in politics. Knowledge increase was assessed in 14 to 16 year-old students by means of a knowledge test applied before and after the intervention. The test items employed in TEESAEC cover basic (literacy) competences which are of use in situations in which concrete political knowledge is to be applied. The reports from the six countries involved present the gains associated with lessons in politics, revealing not only strengths but also weaknesses of politics lessons. The current volume presents the main results of the study.

Bestätigung erfährt diese Argumentation unter anderem durch den Lissabon-Prozess, mit dem die Gemeinschaft bis zum Jahr 2010 global zum wettbewerbsfähigsten und dynamischsten wissensbasierten Wirtschaftsraum heranwachsen möchte. Die Voraussetzung für die Schaffung eines offenen und zugänglichen europäischen Arbeitsmarktes ist die Verbesserung der Bildung und Berufsbildung der Menschen, also die Steigerung ihres Humankapitals und in weiterer Folge ihrer Beschäftigungsfähigkeit. Folglich sollen also in Zeiten der Verminderung von nationalen Budgets die Ausgaben für Bildung zum ökonomischen Wohle der Union beträchtlich angehoben und nicht länger als Verbrauchsausgaben, sondern als zentrale Investitionen in Wissen angesehen werden. Die Europäische Union gilt als relativer Neuling bei der Kreation von Bildungspolitiken, obwohl bereits die Gründungsverträge eine rechtliche Basis für die gemeinschaftliche Mitwirkung an der beruflich orientierten Bildung der Mitgliedstaaten enthalten. Das Widerstreben der Nationalstaaten, essenzielle Kompetenzen im Bildungsbereich an die gemeinschaftliche Ebene abzutreten, begleitet und charakterisiert die diversen EU-Bildungsinitiativen in ihrem aktuellen Kontext nach wie vor. Ausgehend vom ersten gemeinschaftlichen Aktionsprogramm für Berufsbildung aus dem Jahr 1976 entwickelten sich im Laufe der Zeit auch erste Maßnahmen im Allgemeinbildungssektor (‘Joint Study Programm’, ‘Erasmus’ etc.) und im Jugendbereich (‘Jugend für Europa’). Diese drei zentralen Bildungsstränge bilden noch immer die Eckpunkte der gemeinschaftlichen Bestrebungen im Bildungssektor. Die Förderung der Mobilität erachtet die Europäische Union in ihren Bildungsinitiativen seit jeher als zentral, wobei hier besonders junge Leute dazu ermutigt werden, über einen Zeitraum von bis zu einem Jahr im europäischen Ausland zu studieren, zu lernen oder zu arbeiten. Die Unterstützungen aus den Mobilitätsinitiativen zielen dabei nicht nur auf die Entwicklung der persönlichen Ressourcen ab, sondern verfolgen weitere Ziele, die sich von einem transnationalen Verständnis, über die Entwicklung eines europäischen Bewusstseins bis zur Entstehung eines europäischen Bildungsraums erstrecken.
