The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. In conclusion, the book highlights instances of processes working towards homogenization and diversity, and suggests that while Anglo-American management practice is increasingly important across the northern forest regions, it is also meeting with resistance due to historical and political conditions.

Fire Weather and Fire Danger To create the fi re climate of a future decade, the monthly anomalies were applied to the daily data from the OMNR fi re weather station archive from the years 1992-2001 (corresponding to the period over which lightning records were available). Book excerpt: Accurate, high-resolution fire behavior prediction is a critical component of fire management decision-making before and during fires. Prometheus is a deterministic fire growth simulation model that was developed to help fire managers to understand the probable consequences of their decisions. It uses spatial input data on topography (slope, aspect, and elevation), fuel types, and weather to simulate fire growth by applying Huygens principle of wave propagation to the rate-of-spread predictions from the Canadian Forest Fire Behavior Prediction System of the Canadian Forest Fire Danger Rating System. This approach produces detailed fire perimeters at user-specified display time step intervals. Each active vertex along the perimeter has corresponding fire behavior output. Exported fire perimeters are compatible with geographic information systems. Additionally, three interpolation techniques are available to produce optional raster fire behavior outputs. This report documents the structure of the Prometheus model and an assessment of its performance. The report includes a general discussion of approaches to the modeling of fire growth simulation and explains the vector propagation technique used in Prometheus. The limitations and assumptions of applying the model, as well as the most appropriate directions for future research, are also discussed.

Book excerpt: High quality balsam fir Christmas trees produced in natural forest sites and in field planations are the result of several years of nurtuing. This report discusses stand dvelopment, site preparation, planting, tending, and cutluring procedures. Trees in natural stands must have adequate space, available nutrients, and protection for growth and development. Thinning (spacing) is necessary throughout the rotation on natural sites with abundant stocking; where stocking is sparse, fill planting supplements natural regeneration. Fertilizers increase foliage production thus enhancing tree quality and shortening rotations. Control of insects, diseases, and competition from other vegetation, which often threaten the viability of a Christmas tree operation, require vigilance and the correct use of pesticides and good cultural practices. Establishment of a field plantation requires site preparation, suitable stock, and proper planting. Seedlings for outplanting may be nursery grown bareroot or container stock, or wilding transplants. Mowing and the judicious use of herbicides throughout the rotation protect the plantation trees from competition. Fertilizer may be of little importance during the first two years after outplanting, but when established, balsam fir usually responds to additions of fertilizer, especially nitrogen. A shearing-pruning program should begin at outplanting to correct defects, such as double tops. When the crown is about 1.3-1.8 m (4-6 ft) in height, overall shearing to promote foliage build-up and tree symmetry should commence. Trees should then be sheared each year till harvested.
