Book excerpt: Beginning in the 1950s, an explosion in rural-urban migration dramatically increased the population of cities throughout Peru, leading to an acute housing shortage and the proliferation of self-built shelters clustered in barriadas, or squatter settlements. Improvised Cities examines the history of aided self-help housing, or technical assistance to self-builders, which took on a variety of forms in Peru from 1954 to 1986. While the postwar period saw a number of trial projects in aided self-help housing throughout the developing world, Peru was the site of significant experiments in this field and pioneering in its efforts to enact a large-scale policy of land tenure regularization in improvised, unauthorized cities. Gyger focuses on three interrelated themes: the circumstances that made Peru a fertile site for innovation in low-cost housing under a succession of very different political regimes; the influences on, and movements within, architectural culture that prompted architects to consider self-help housing as an alternative mode of practice; and the context in which international development agencies came to embrace these projects as part of their larger goals during the Cold War and beyond.

El bienestar de la comunidad exige viviendas moderadamente bien construidas, planeadas y desarrolladas eficiente y lógicamente. Algunos autores definen la vivienda como un conjunto de espacios abiertos y cerrados dispuestos convenientemente para alojar a una familia, constituyéndose en elemento indispensable para su existencia, conservación y desarrollo. Por consiguiente no es sólo la casa sino todo lo que está relacionado con ella y con sus habitantes. Los espacios deben estar íntimamente relacionados con actividades diferentes que involucren todo el dinamismo humano, desde el simple albergue y descanso hasta el ocio dirigido, eficiente y recuperante, relajante y productor de satisfacciones y comodidades. La vivienda rural encierra relaciones como habitar y trabajar, manteniendo una interdependencia íntima en el campo de trabajo con las herramientas, insumos y todos y todos los elementos del trabajo agrícola, animales domésticos y actividades artesanales.. La unidad residencial y la unidad de producción se encuentran tan entre mezcladas en la vivienda rural que es imposible separar la red de servicios apropiados para cada una de estas funciones. Dicen las Naciones Unidas (Impacto social de la vivienda, 1977): "El concepto de vivienda es más que una mera concha física. La vivienda abarca todos los servicios auxiliares que son necesarios para el bienestar del hombre. Por lo tanto, las facilidades comunitarias, las diversiones sociales y los servicios forman parte integral del concepto de vivienda y deberían recibir una atención igual o superior que la propia unidad de vivienda".
