Dispute Resolution Act of 1996 took effect. The report's objectives are to: identify the # of bid protest cases filed in the Courts between 1997 and 1999, that were filed by SB, the type of agencies involved, and the amount of the procurement; identify the perceived advantages and disadvantages, particularly for SB, of filing bid protest cases in each judicial forum.

Book excerpt: Recent bid protests have caused large disruptions in resource and operational planning in the Air Force, even leading to the cancellation of the Combat Search and Rescue helicopter program. Some tactics that the Air Force could use to counter such protests in the future include recognizing a bid protest as an adversarial proceeding, giving greater attention to how the Government Accountability Office views a bid protest, simplifying and clarifying selection criteria and priorities, explaining how its cost estimates are developed, involving attorneys in external review of bids, and gathering new data on the costs imposed by different forms of protests.

Book excerpt: Complaint can be a powerful political tool. Nelson Mandela and Martin Luther King both used it to drive social change. So why do we moan about increasingly trivial things - like the weather or public transport? Do Brits complain less than Americans? Do men and women complain about different things? What is the best way to complain? From Adam and Eve to the Iraq War, Baggini analyzes precisely what we complain about, how and why. You can't complain about that!

Book Synopsis From Protest to Politics by : Katherine Tate

Available in PDF, EPUB and Kindle. Book excerpt: The struggle for civil rights among black Americans has moved into the voting booth. How such a shift came about--and what it means--is revealed in this timely reflection on black presidential politics in recent years. Since 1984, largely as a result of Jesse Jackson's presidential bid, blacks have been galvanized politically. Drawing on a substantial national survey of black voters, Katherine Tate shows how this process manifested itself at the polls in 1984 and 1988. In an analysis of the black presidential vote by region, income, age, and gender, she is able to identify unique aspects of the black experience as they shape political behavior, and to answer long-standing questions about that behavior. How, for instance, does the rise of conservatism among blacks influence their voting patterns? Is class more powerful than race in determining voting? And what is the value of the notion of a black political party? In the 1990s, Tate suggests, black organizations will continue to stress civil rights over economic development for one clear, compelling reason: Republican resistance to addressing black needs. In this, and in the friction engendered by affirmative action, she finds an explanation for the slackening of black voting. Tate does not, however, see blacks abandoning the political game. Instead, she predicts their continued search for leaders who prefer the ballot box to other kinds of protest, and for men and women who can deliver political programs of racial equality. Unique in its focus on the black electorate, this study illuminates a little understood and tremendously significant aspect of American politics. It will benefit those who wish to understand better the subtle interplay of race and politics, at the voting booth and beyond.

Book excerpt: This is an open access book. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.

Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

Available in PDF, EPUB and Kindle. Book excerpt: A bid protest is a formal, written objection to an agency's solicitation for bids or offers, cancellation of a solicitation, or award or proposed award of a contract. Bid protests only became part of the federal procurement system in the early 20th century, more than 100 years after the federal government began purchasing goods and services. However, Congress has authorized bid protests in recognition of their role in providing redress to disappointed bidders and offerors and in ensuring the integrity of the federal procurement process. This book provides background on the GAO bid-protest process and examines timeframes, procedures, what issues can be protested, who can file or be a party to a GAO protest and others parameters.
