Chapters 2-7 then provide the detailed process inputs, proven tools and techniques, and desired outputs for all three phases and each of the seven key steps which both buyers and sellers must accomplish to achieve business success. Chapters 8, 9, and 10 each provide a thought-provoking discussion of proven effective best practices to improve buying and selling. Each chapter provides best practices in solicitations, bids/proposals, and contracts in a different marketplace. Chapter 8 addresses best practices in the U.S. Federal Government Marketplace. Chapter 9 provides best practices in the U.S. Commercial Marketplace. Finally, Chapter 10 discusses buying and selling best practices in the Multi-National/Global Marketplace. This one-of-a-kind book provides both breadth and depth of practical guidance, which few books have ever delivered. Plus, the authors have included numerous excellent interviews of buying and selling business professionals, from both the U.S. Government and industry. The interviews alone are worth the price of this book. If you are a business professional involved in any aspect of buying or selling products, services, and/or solutions, then this book is a must buy, read, and do!

Available in PDF, EPUB and Kindle. Book excerpt: This book describes the fascinating wealth of activities as they occur in the design, construction and commissioning of a chemical plant - a jigsaw puzzle of the work of chemical engineers, chemists, constructors, architects, electrical engineers, process automation engineers, economists and legal staff. The author first takes the reader through the conceptual phase, in which the economic relevance and environmental impact need to be considered and supplemented by accurate estimates of capital requirements and profitability. This phase ends with the choice of an appropriate engineering firm and the conclusion of the contract, after which the reader is guided through all aspects of the implementation phase from the engineering of the chemical plant to commissioning, equipment and material procurement, the erection phase and the successful test run, after which the new facility is handed over to its owner. The book also illustrates many potential sources of errors by means of examples from practice, and how, aside professional skills, teamwork and communication are also absolutely essential to keep such a complex project on track.

Book excerpt: In every public tender, a method is used to rank the bids submitted in the tender. Choosing the right award method can be very beneficial to the public body. On the other hand, an unwise choice of an award method may lead to bad results. The economic literature and case law reveal important and sometimes surprising insights into the use of different award methods. This article seeks to bring these insights to public bodies. The article has four chapters. The first chapter discusses the economic theory of indifference-utility curves of the public body and the bidders in the tender, and how the use of absolute scoring formulas enables bidders to locate the optimal meeting point between the curves. The second chapter presents the ranking paradox to which relative scoring formulas are exposed, and its consequences on bidders' right to review bids that did not win the tender. Also, the chapter discusses the concern that relative scoring formulas may allow collusion between bidders. The third chapter shows how relative weight determined by the public body for the price and quality components may not reflect their true relative weight. The fourth chapter draws attention to the problem of determining unrealistic weights in the tender, and offers guidelines for correctly determining them. Also, the chapter shows that determining realistic weights does not necessarily prevent manipulations by bidders, and discusses alternative award methods to deal with this problem. At the conclusion of each chapter, the legal consequences arising from the economic insights are discussed.

On the one hand, you can only win the job by bidding less than your cheapest competitor. Yet you still need to bid high enough to ensure the greatest profit margin possible under existing conditions. In this important addition to the Wiley Series of Practical Construction Guides, strategic bidding experts William Park and Wayne Chapin deliver a field-tested methodology for achieving consistent bidding success. In clear, easy-to-follow language, they update their explanations of proven techniques for using strategic bidding to dramatically improve any firm's profitability. At the same time, they show how to use DATABID, a powerful new construction estimating program, to apply these methods to your next bid. You'll also get a free ready-to-use disk that applies all of the techniques described in the book. This extensively revised and updated edition of Construction Bidding for Profit supplies step-by-step guidance for creating and implementing a workable, realistic competitive bidding strategy. From estimating costs and performing break-even analyses, to factoring in risk and uncertainty and setting realistic bidding goals, you'll discover how to achieve your specific profit objectives through an optimum combination of price, cost, and volume. And you'll learn to easily gather the full range of available competitive data and organize it in a manner that reveals profitable strategic insights into your competitor's bidding behavior. The Second Edition features a simple, nonthreatening approach to statistics and probability that boosts the chances of a successfulbidding outcome against any number of competitors. It is also brimming with updated illustrations, charts, checklists, and sample output for the DATABID estimating program. Throughout, examples drawn from the actual experiences of successful contractors in many different fields of construction illustrate the competitive bidding principles and techniques in action. Whether your specialty is heavy construction projects or subcontract work - whether your annual volume is $200,000 or $200 million - you'll confidently turn to Construction Bidding for the practical strategy and techniques you need to double your bidding efficiency and obtain the best margin for every job you win.

Book excerpt: This study seeks to examine the verity of the common perception that single-bid orders are more costly, lower in performance quality, and shorter in pre-award process time than competitively-bid orders. To this end, we look at why single-bid orders exist in the current procurement system, how these orders measure up to competitively-bid orders in cost and performance, and how customer satisfaction varies over time and with the number of bids received. 60 orders from six different government agencies under the GSA Service Schedules were analyzed. Contract files were reviewed, interviews with both contract and program officers were conducted, and the resultant data were examined using a variety of quantitative analysis methods.
