Iran’s relations with its Arab, Turkish, Russian, and other neighbors are discussed, focusing on both the direct and indirect impact of the nuclear agreement on these relations, especially the paradoxical implications of the nuclear deal with respect to the non-nuclear crises in the Middle East, such as the Syria-Iraq crisis, and the re-alignments that have put Iran at the crossroads of East and West. Other issues covered include energy security, regional economic cooperation, the endemic sectarianism highlighted by Iran-Saudi competition, and the deadlock on the Middle East peace process. The third section then examines the issue of a Middle East nuclear weapons-free zone and the likely consequences of the Iran nuclear deal on this prospect, which, in turn, raises the issue of regional proliferation and counterproliferation. The last section explores some possible various scenarios and the challenges of implementation as a relatively long-term agreement, providing specific policy recommendations for the regional actors and the external powers that are stakeholders in the volatile Middle East.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. Book excerpt: A North Korean government collapse would have serious consequences in North Korea and beyond. At the very least, a collapse would reduce the already scarce food and essential goods available to the population, in part due to hoarding and increasing costs. This could lead to a humanitarian disaster. Factions emerging after a collapse could plunge the country into civil war that spills over into neighboring countries. Weapons of mass destruction (WMD) could be used and even proliferated. This report examines ways of controlling and mitigating the consequences, recognizing that the Republic of Korea (ROK) and its U.S. ally will almost certainly need to intervene militarily in the North, likely seeking Korean unification as the ultimate outcome. But such an intervention requires serious preparation. North Koreans must be convinced that they will be treated well and could actually have better lives after unification. The allies need to prepare to deliver humanitarian aid in the North, stop conflict, demilitarize the North Korean military and security services over time, and secure and eventually eliminate North Korean WMD. Potential Chinese intervention must be addressed, ideally leading to cooperation with ROK and U.S. forces. Plans are needed for liberating North Korean political prisons before the guards execute the prisoners. Property rights need to be addressed. The ROK must sustain its military capabilities despite major reductions in force size due to very low birthrates. And ROK reluctance to broadly address North Korean collapse must be overcome so that plans in these areas can move forward.
