Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

This is a collection on the consequences of these reforms two decades on. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. The chapters of this book were originally published as a special issue in Regional and Federal Studies.

Governments all over the world are facing growing pressure to integrate the many diverse elements and subcultures which make up modern pluralistic societies. This book examines the idea of harmony, and its place in politics and governance, both in theory and practice, in Asia, the West and elsewhere. It explores and analyses the meanings, mechanisms, dimensions and methodologies of harmony as a normative political ideal in both Western and Asian philosophical traditions. The book argues that in Western political thought - which sees politics as primarily concerned with resolving social conflicts and protecting individual rights - the concept of harmony has often been neglected. In contrast, since earliest times harmony or ‘he’ has been a profound theme in Confucian thought, and current leaders of many East Asian governments, and the Chinese government, have explicitly declared that the realisation of a harmonious society is their aim. The book also assesses how harmony is pursued, jeopardized or deformed in the real world of politics, based upon empirical analysis of a variety of different cultural, social and political contexts, including: China, Hong Kong, Singapore, Malaysia, Singapore, Vietnam, Denmark, Latin America and the Scandinavian countries. It shows how harmony as an organizing concept can help to promote new thinking in governance, and overcome problems of modern-day governance like distrust, adversarial conflicts, hyper-individualism, coercive state intervention, and free-market alienation. Book excerpt: The blockchain is a distributed ledger that stores information in a way that makes it extremely difficult, if not impossible, for the system to be altered, hacked, or manipulated. A distributed ledger is what a blockchain is. This ledger copies and distributes transactions throughout the network of computers that are part of the blockchain. A data structure known as blockchain has the potential to take the shape of an expanding list of information blocks. Because the knowledge blocks are interconnected, more recent blocks cannot be withdrawn or changed after they have been added. The decentralized digital currency Bitcoin relies on the blockchain technology for its operations. A distributed database that contains records of all transactions or digital activities that have been carried out and shared among parties that are participating is called a blockchain. Each transaction is checked by the system's users who make up the bulk of its members. It includes each and every record of each transaction in its entirety. The most widely used example of a blockchain technology is the cryptocurrency known as Bitcoin. In 2008, a person or group of people going by the name "Satoshi Nakamoto" issued a white paper titled "BitCoin: A peer-to-peer electronic cash system." This was the first time that the Blockchain Technology was brought to public attention. This new technology, known as blockchain, logs transactions in a digital ledger that is shared across the network. Because of this, the ledger cannot be altered in any way. Transactions involving anything of value, like as real estate, automobiles, and so on, may be recorded on the blockchain. Bitcoin is perhaps the most well-known application of Blockchain technology. Bitcoin is a form of cryptocurrency that may be used for the purchase and sale of digital assets over the internet. For two parties to successfully carry out transactions via the internet, Bitcoin relies on cryptographic evidence rather than the confidence of a third party. A unique cryptographic signature is used to secure each transaction.
