This book examines institution building and security sector reform in conflict states by analyzing eighteen case studies covering eleven countries and six decades. With regard to institution building, there is an analysis of four democratic levers-elections, the legislature, the executive, and devolution--focusing on how the structure and function of these political institutions contribute to the management and reduction of conflict and to the consolidation of fragile democracies. Concerning security sector reform, there is an analysis of how military, police, and intelligence institutions are reformed in states that are coming out of conflict-states that are moving beyond settlement. Some of the conflicts in this study are ongoing (Palestine), while others have been resolved (Spain, South Africa), while still others are in a peace-building or immediate post-conflict stage (Northern Ireland).

How do rebel groups cope with crises such as repression, displacement, and fragmentation? What explains changes in militant organizations' structures and behaviors over time? Drawing on nearly two years of ethnographic research, Sarah E. Parkinson traces shifts in Palestinian militant groups' internal structures and practices during the civil war of 1975 to 1990 and foreign occupations of Lebanon. She shows that most militants approach asymmetrical warfare as a series of challenges centered around information and logistics, characterized by problems such as supplying constantly mobile forces, identifying collaborators, disrupting rival belligerents' operations, and providing essential services like healthcare. Effective negotiation of these challenges contributes to militant organizations' resilience and survival. In this context, the foundation of rebel resilience lies with militants' ability to repurpose their everyday social networks to organizational ends. In the Lebanese setting, Beyond the Lines demonstrates how regionalized differences in Israeli, Syrian, and Lebanese deployment of violence triggered distinct social network responses that led to divergent organizational outcomes for Palestinian militants.

Book excerpt: In this groundbreaking book, Tehseen Thaver offers a fundamental reevaluation of how one should think about the relationship between the Qur’an, Shi‘ism, and religious identity. Beyond Sectarianism focuses on the literary Arabic Qur’an exegesis of the highly influential yet less studied poet, historian, and exegete al-Sharif al-Radi (d. 1015). Al-Radi’s fascinating interpretations sought to resolve Qur’anic ambiguities or mutashabihat. Through a philologically layered and historically attuned analysis, Thaver argues that al-Radi’s efforts at resolving Qur’anic ambiguities were interlocked with the project of the canonization of the Arabic language. Although he was marked as a Shi‘i scholar, the interpretive and political horizons that informed al-Radi’s scholarly endeavors could not be reduced to predetermined templates of sectarian identity. Rather, Thaver argues, al-Radi was an active participant and beneficiary of critical intellectual currents and debates that animated the wider Muslim humanities during his life, especially on questions of language, poetry, and theology. Thaver thus leads her readers to reconsider their assumptions about the interaction of sectarian identity and scriptural interpretation in the study of Islam and religion. Though centered on the context of late tenth- and eleventh-century Baghdad under the Buyid dynasty, Beyond Sectarianism raises and addresses crucial questions of religious thought and identity with major ramifications for how we imagine the narrative of Islam and the place of sectarianism in it today.

Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term ‘citizenship agendas’. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of ‘the good citizen’ is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. Book excerpt: In this impressive synthesis, William Harris narrates the history of the sectarian communities of Mount Lebanon and its vicinity. He offers a fresh perspective on the antecedents of modern multi-communal Lebanon, tracing the consolidation of Lebanon's Christian, Muslim, and Islamic derived sects from their origins between the sixth and eleventh centuries. The identities of Maronite Christians, Twelver Shia Muslims, and Druze, the mountain communities, developed alongside assertions of local chiefs under external powers from the Umayyads to the Ottomans. The chiefs began interacting in a common arena when Druze lord Fakhr al-Din Ma'n achieved domination of the mountain within the Ottoman imperial framework in the early seventeenth century. Harris knits together the subsequent interplay of the elite under the Sunni Muslim Shihab relatives of the Ma'ns after 1697 with demographic instability as Maronites overtook Shia as the largest community and expanded into Druze districts. By the 1840s many Maronites conceived the common arena as their patrimony. Maronite/Druze conflict ensued. Modern Lebanon arose out of European and Ottoman intervention in the 1860s to secure sectarian peace in a special province. In 1920, after the Ottoman collapse, France and the Maronites enlarged the province into the modern country, with a pluralism of communal minorities headed by Maronite Christians and Sunni Muslims. The book considers the flowering of this pluralism in the mid-twentieth century, and the strains of new demographic shifts and of social resentment in an open economy. External intrusions after the 1967 Arab-Israeli war rendered Lebanon's contradictions unmanageable and the country fell apart. Harris contends that Lebanon has not found a new equilibrium and has not transcended its sects. In the early twenty-first century there is an uneasy duality: Shia have largely recovered the weight they possessed in the sixteenth century, but Christians, Sunnis, and Druze are two-thirds of the country. This book offers readers a clear understanding of how modern Lebanon acquired its precarious social intricacy and its singular political character.
