Book excerpt: The rise and fall of the Cold War coincided with the universalization and consolidation of the modern nation-state as the key unit of the wider international system. A key characteristic of the post-Cold War era, in which the US has emerged as the sole superpower, is the growing number of collapsing or collapsed states. A growing number of states are, or have become, mired in conflict or civil war, the antecedents of which are often to be found in the late-colonial and Cold War era. At the same time, US foreign policy (and the actions of other organizations such as the United Nations) may well be compounding state failure in the context of the post-9/11 Global War on Terror (GWOT) or what is also increasingly referred to as the ‘Long War’. The Long War is often represented as a ‘new’ era in warfare and geopolitics. This book acknowledges that the Long War is new in important respects, but it also emphasizes that the Long War bears many similarities to the Cold War. A key similarity is the way in which insurgency and counterinsurgency were and continue to be seen primarily in the context of inter-state rivalry in which the critical local or regional dynamics of revolution and counter-revolution are marginalized or neglected. In this context American policy-makers and their allies have again erroneously applied a ‘grand strategy’ that suits the imperatives of conventional military and geo-political thinking rather than engaging with what are a much more variegated array of problems facing the changing global order. This book provides a collection of well-integrated studies that shed light on the history and future of insurgency, counterinsurgency and collapsing states in the context of the Long War. James Worrall offers an examination of how officials in London and the Gulf defined British interests in Oman, and the debates that raged throughout Whitehall, under the successive governments led by Wilson and Heath, about how to best tackle the growing insurgency in Oman. Ordinary inhabitants and even most indigenous elites tended to possess religious, ethnic, or status-based identities rather than national identities. The answer has customarily centered on the actions of "nationalists" against weakening empires during a time of proliferating beliefs that "peoples" should control their own destiny. This book upends conventional wisdom by demonstrating that nationalism often existed more in the perceptions of external observers than of local activists and insurgents. Lynn M. Book excerpt: The claim by the Ministry of Defence in 2001 that 'the experience of numerous small wars has provided the British Army with a unique insight into this demanding form of conflict' unravelled spectacularly in Iraq and Afghanistan. One important reason for that, David French suggests, was because contemporary British counter-insurgency doctrine was based upon a serious misreading of the past. Until now, many observers believed that during the wars of decolonisation in the two decades after 1945, the British had discovered how western liberal notions of right and wrong could be made compatible with the imperatives of waging war amongst the people, that force could be used effectively but with care, and that a more just and prosperous society could emerge from these struggles. By using only the minimum necessary force, and doing so with the utmost discrimination, the British were able to win by securing the 'hearts and minds' of the people. But this was a serious distortion of actual British practice on the ground. David French's main contention is that the British hid their use of naked force behind a carefully constructed veneer of legality. In reality, they commonly used wholesale coercion, including cordon and search operations, mass detention without trial, forcible population resettlement, and the creation of free-fire zones to intimidate and lock-down the civilian population. The British waged their counter-insurgency campaigns by being nasty, not nice, to the people. The British Way in Counter-Insurgency is a seminal reassessment of the historical foundation of British counter doctrine and practice.

Book excerpt: This monograph examines two insurgencies conducted by the Jews in ancient times: The Maccabee Revolt against the Seleucid Empire from 166-164 BC and the Revolt against the Roman Empire from 66-70 AD. The monograph proposes that all insurgencies have a nature and the nature of insurgency is as critical to understanding an insurgency today as it was two thousand years ago. Ancient Jewish history provides an excellent case study of a successful and failed insurgency. The Jewish revolt against the Seleucid Empire (Maccabee Revolt 166-164 BC) was a successful insurgency, which gained the free practice of religion for the Jewish people and ultimately an independent Jewish State. This independence lasted for one hundred years until 63 BC when Palestine was annexed by the Roman Empire. Subsequently, the Jewish people again revolted in 66 AD against Roman rule, but the result of the insurgency was a failure catastrophic to the Jewish people and the prospects for an independent Jewish state. The monograph contains four sections: Introduction, Prelude and Nature of Insurgency: The Maccabee Revolt, Prelude and Nature of Insurgency: The Revolt against Rome, and Conclusion. The model for analysis is the nature of insurgency as defined by US Army Doctrine. The respective natures of each insurgency are each examined separately to provide data for analysis. The data for each insurgency is then compared against the other to determine why one insurgency failed and the other succeeded.
