Book excerpt: The sixteenth century was an important period of transition in France, in which antagonistic religious beliefs led to prolonged civil wars and a growing state apparatus competed with medieval notions of political authority and the social order. Poitiers, a midsized provincial capital, actively experienced these tensions. Early known as a center of Reformed belief, it became a stronghold of ultra-Catholic sentiment by 1575. In examining sixteenth-century Poitiers, Hilary J. Bernstein argues that civic governments and the French monarchy enjoyed a mutually beneficial and reinforcing relationship rather than an antagonistic one; that disparate urban groups shared a political language for defining the identity and interests of the city that helped to balance the exclusive nature of urban government; and that French provincial cities did not suffer inevitable decline at the hands of the developing state but, instead, continued to help define the nature of early modern political culture. Though Poitiers continued to celebrate the traditions and institutions of local rule, it sought throughout the century to maintain a strong bond with the monarchy. Bernsteins meticulous research in the rich archives of Poitiers allows her to analyze early modern rhetorical culture and reveal the processes of daily decisionmaking. Using contemporary printed sources, she compares Poitiers to other cities and draws general conclusions about royal policies toward provincial cities. Between Crown and Community illustrates in precise and sometimes dramatic fashion the actual performance of politicsthe interaction of political identities, rhetorical strategies, and ritual practices with the civic traditions of the premodern urban world.

This is the story of how the French Crown and local institutions accommodated one another as they sought to forge acceptable political and commercial relationships. Junko Thérèse Takeda tells this tale through the particular experience of Marseille, a port the monarchy saw as key to commercial expansion in the Mediterranean. At first, Marseille’s commercial and political elites were strongly opposed to the Crown’s encroaching influence. Rather than dismiss their concerns, the monarchy cleverly co-opted their civic traditions, practices, and institutions to convince the city’s elite of their important role in Levantine commerce. Chief among such traditions were local ideas of citizenship and civic virtue. As the city’s stature throughout the Mediterranean grew, however, so too did the dangers of commercial expansion as exemplified by the arrival of the bubonic plague. During the crisis, Marseille’s citizens reevaluated merchant virtue, while the French monarchy found opportunities to extend its power. Between Crown and Commerce deftly combines a political and intellectual history of state-building, mercantilism, and republicanism with a cultural history of medical crisis. In doing so, the book highlights the conjoined history of broad transnational processes and local political change.

Lubavitch Hasidic Jews tend to describe it as a religious difference between Jews and Gentiles, while their Afro-Caribbean and African American neighbors usually define it as a racial difference between Blacks and Whites. These tangled definitions are further complicated by government agencies who address the issue as a matter of culture, and by the Lubavitch Hasidic belief—a belief shared with a surprising number of their neighbors—that they are a “chosen people” whose identity transcends the constraints of the social world. Written under the influence of World War I, Taut developed The City Crown to promote a utopian urban concept where people would live in a garden city of ’apolitical socialism’ and peaceful collaboration around a single purpose-free crystalline structure. Taut’s proposal sought to advance the garden city idea of Ebenezer Howard and rural aesthetic of Camillo Sitte’s urban planning schemes by merging them with his own ’city crown’ concept. The book also contains contributions by the Expressionist poet Paul Scheerbart, the writer and politician Erich Baron and the architectural critic Adolf Behne. Although the original German text was republished in 2002, only the title essay of The City Crown has previously been translated into English. This English translation of Taut’s full anthology, complete with all illustrations and supplementary texts, fills a significant gap in the literature on early modern architecture in Germany and the history of urban design. It includes a translators’ preface, introduction and afterword to accompany the original composition of essays, poems, designs and images. These original texts are accompanied by illustrations of Taut’s own designs for a utopian garden city of 300,000 inhabitants and over 40 additional historic and contemporary examples. The new preface to The City Crown explains the premise for the English translation of Taut’s anthology, its organization and the approaches taken by the translators to maintain the four different voices included in the original work.
