Terrorists hit Europe’s capital in March. The British population voted for Brexit in June. Turkish armed forces failed to topple Erdoğan in July. A resurgent Russia flexed its military muscles again in the Middle East and actively interfered in American elections, in which the American population elected Trump, in November. We are worried but certainly not surprised by the volatility of contemporary international relations. In previous editions of our contribution to the Dutch government’s Strategic Monitor, we already observed a surge in assertive behavior, noted a dangerous uptick in crises, and warned for the contagiousness of political violence. The current volatility is not a coincidence, but rather the result of fundamental disturbances of the global order that are greatly amplified by rapid technological developments. Most mainstream explanations of recent turbulence focus on power transitions (the decline of the West and the rise of the rest), the concomitant return to more aggressive forms of power politics, and a backlash against globalization. What strikes us is that many of the explanations ignore what we consider one of the most striking mega trends that is reshaping the dynamics of power: the ongoing process of disintermediation. The StratMon 2016-2017 analyzes global trends in confrontation, cooperation and conflict based on different datasets. This year the report also contains case studies on Turkey, Moldova and The rise and fall of ISIS. Chapters analyzing the many faces of political violence and 'the other side of the security coin' are also included.

Book excerpt: "Due to the move towards a multi-polar world, the rising cost of defense equipment, and budget constraints, it is difficult for the U.S. and UK to protect their national interests. The U.S. can no longer be expected to single-handedly protect world order, nor can it afford to. At the same time, cuts to UK military capability have left the UK unable to conduct anything more than the smallest unilateral operations. However, recent history has shown that the U.S. and UK are reliable allies and further analysis of the two nations' interests shows an extraordinary level of commonality. Therefore, this paper posits that the U.S. and UK must re-examine how far they can advance their military integration. In doing so, the two countries could increase the efficiency of their defense spending, improve their flexibility in securing national interests, and act as a backbone of Western power. Whilst the U.S. and the UK are not suffering an absolute reduction in power, during the next decade there is a risk that the world order will change to the detriment of the West. To manage those risks and shape the changing global landscape, the U.S. and UK must start a detailed study of how they can complement each others' military capabilities. A failure to do so may leave the two nations managing a steady decline in power, and the West increasingly vulnerable to the plethora of threats facing them."--Abstract.

Book excerpt: Analyses of the international security environment typically provide somber overviews of the various drivers and manifestations of conflict and instability around the world. Recent developments such as the terrorist attacks in Paris, Beirut and elsewhere, a Middle East in flames, a resurgent Russia, incessant violence in West Africa or turmoil in South China Sea only reinforce this view. By framing our analysis of the security environment in these terms, debates about how to anticipate and respond to these current and future threats invariably focus on those forces of instability and conflict: how to identify threats and enemies and then eliminate them. This report is based on the premise that this conflict-centric mindset has led to portfolio choices in terms of strategies (‘what do we do and how do we do it?’), capabilities (‘what do we do it with?’), and partners (‘who do we do it with?’) that have been excessively onesided. This report argues that there is an alternative, complementary way of framing security that is equally real and equally actionable for defense and security organizations (DSOs4 ): a resilience-centric one.

Available in PDF, EPUB and Kindle. Book excerpt: Foreign Policies of EU Member States provides a clear and current overview of the motivations and outcomes of EU Member States regarding their foreign policy-making within and beyond the EU. It provides an in-depth analysis of intra-EU policy-making and sheds light, in an innovative and understandable way, on the lesser-known aspects of the inter-EU and extra-EU foreign policies of the twenty-eight Member States. The text has an innovative method of thematic organisation in which case study state profiles emerge via dominant foreign policy themes. The text examines the three main policy challenges currently faced by the twenty-eight Member States: First, EU Member States must cooperate within the mechanisms of the EU, including the Common Foreign and Security Policy (CFSP). Second, EU Member States continue to construct their own inter-EU foreign policies. Third, the sovereign prerogative exercised by all EU Member States is to construct their own foreign policies on everything from trade and defence with the rest of the world. This combination of clarity, thematic structure and empirical case studies make this an ideal textbook for all upper-level students of European foreign policy, comparative European politics and European studies.

Book excerpt: Subdued oil prices prompted a trimmed federal budget for 2016 as the UAE, like other countries in the region, tightened its belt in response to falling hydrocarbons revenues. However, a sustained focus on economic diversification and targeted investment in Abu Dhabi’s key non-oil sectors in recent years means the emirate is well positioned to weather the storm. Looking forward, plans for future development are mapped out in Abu Dhabi Economic Vision 2030, a comprehensive economic policy document that aims to reduce dependence on oil and gas, thereby creating a more sustainable knowledge-based economy for the emirate and its inhabitants. Aided by hydrocarbons reserves that are among the world’s largest and substantial financial resources, Abu Dhabi has built up a strong foundation to become a regional leader and an increasingly important global player in a wide variety of sectors, including oil and gas, financial services, health care, aviation and renewable energy.

Lament for America offers concrete recommendations for renewal in areas such as defense policy, health care, education, and the environment, and serves as a useful guide to understanding how decisions will shape both the U.S. and global landscapes.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes, practices and principles of defence planning in small and middle powers. Small and middle powers are recalibrating their force postures in this age of disruption. They are adapting their defence planning and military innovation processes to protect the security of their nations. The purpose of this book is to explore defence planning and military innovation in 11 contemporary case studies of small and middle powers in North America, Europe, the Middle East, Asia and Oceania. Employing a structured focused comparison framework, it traces patterns in the choices of small and middle powers across the following themes: (1) alliances, dependencies and national ambitions; (2) approaches, processes, methods and techniques; and (3) military innovation strategies and outcomes. Breaking new theoretical ground, it offers a three-pronged typology distinguishing between the strategic defence planner, the transactional defence planners and the complacent defence planner. The book offers a rich array of insights into cases that fall across different geographies, strategic cultures and governance systems. These insights can help guide discussions on how to structure decision-making structures, arrive at ambition levels, formulate priorities, select partners and design defence planning and military innovation processes. This book will be of much interest to students of defence studies, security studies, public policy and international relations, as well as to professionals in defence planning.

Available in PDF, EPUB and Kindle. Book excerpt: The Defensive Value Investor is a complete step-by-step guide to building a high-yield, low-risk share portfolio. Defensive investing focuses on strong, steady companies that produce decent rates of income and capital growth, but with risk often coming from a lofty share price. Value investing on the other hand is focused on buying companies on the cheap, but cheap companies often deserve to be cheap because they are high risk and unlikely to grow. Defensive Value combines the two and involves buying relatively defensive companies at value for money prices. John Kingham explains how to screen for shares with the best combination of quality, value, income and growth, how to conduct a thorough qualitative analysis, when to buy, when to sell, and how to combine your investments into an easy to manage portfolio which reduces risk and increases returns. He also illustrates the method throughout with the help of real-life examples. Each step of the process has a simple "rule of thumb" to make it easy to remember what you should do. When these rules of thumb are put together they provide a checklist of straightforward, actionable statements for the Defensive Value Investor to follow. You may choose to adopt the full Defensive Value approach, or you may prefer to adopt a number of the techniques for use in your own share analysis. Either way, this comprehensive book is an essential addition to the library of every investor.

Book excerpt: The untold story of how efforts to hold big business accountable changed American capitalism. Recent controversies around environmental, social, and governance (ESG) investing and “woke capital” evoke an old idea: the Progressive Era vision of a socially responsible corporation. By midcentury, the notion that big business should benefit society was a consensus view. But as Kyle Edward Williams’s brilliant history, Taming the Octopus, shows, the tools forged by New Deal liberals to hold business leaders accountable, such as the Securities and Exchange Commission, narrowly focused on the financial interests of shareholders. This inadvertently laid the groundwork for a set of fringe views to become dominant: that market forces should rule every facet of society. Along the way, American capitalism itself was reshaped, stripping businesses to their profit-making core. In this vivid and surprising history, we meet activists, investors, executives, and workers who fought over a simple question: Is the role of the corporation to deliver profits to shareholders, or something more? On one side were “business statesmen” who believed corporate largess could solve social problems. On the other were libertarian intellectuals such as Milton Friedman and his oft-forgotten contemporary, Henry Manne, whose theories justified the ruthless tactics of a growing class of corporate raiders. But Williams reveals that before the “activist investor” emerged as a capitalist archetype, Civil Rights groups used a similar playbook for different ends, buying shares to change a company from within. As a rising tide of activists pushed corporations to account for societal harms from napalm to environmental pollution to inequitable hiring, a new idea emerged: that managers could maximize value for society while still turning a maximal profit. This elusive ideal, “stakeholder capitalism,” still dominates our headlines today. Williams’s necessary history equips us to reconsider democracy’s tangled relationship with capitalism.

Available in PDF, EPUB and Kindle. Book excerpt: Hydrocarbons revenues still form the bulk of Abu Dhabi’s GDP and while falling prices are a concern, the emirate has been moving steadily towards its economic diversification targets in line with Abu Dhabi Economic Vision 2030. The past 10 years has seen the non-oil sector expand strongly on the back of business-friendly government policies, as a result of which non-oil sector growth now outpaces that of the oil sector. Outside of hydrocarbons, construction and manufacturing represent the biggest GDP contributors in the emirate, with the construction sector poised to enter a period of renewed expansion and manufacturing identified as a key area for future growth, leveraging the emirate’s natural resources, growing downstream capabilities and strategic location. Elsewhere Abu Dhabi’s financial sector continues to assert itself and the expected 2015 launch of Abu Dhabi Global Market, the UAE’s second financial free zone, is expected to boost activity in the sector. Meanwhile visitor numbers to Abu Dhabi continue to rise, with around 3.5m arrivals in 2014, up 25% on the previous year. This growth is expected to continue as major infrastructure upgrades continue apace. These include the expansion of Abu Dhabi International Airport and the development of the 1200-km wide Etihad rail project.
