Book excerpt: Local public agencies often face the challenge of repairing their pavements after the installation or repair of subsurface utilities in the roadway. While minimizing the need to disturb the in-service pavements through advanced planning and coordination with other planned roadway work is ideal, open utility cuts are often unavoidable. The performance of a repair is influenced by a number of factors such as backfill materials, compaction of the backfill, season in which it was completed, and compaction of the asphalt surface. The primary objective of this research was to identify the best practices for pavement restoration of open cut utility installation on local roads in urban areas to ensure low cost and long-term performance. As part of this study, a literature review was completed, local agencies across Ohio and surrounding states were surveyed to collect information pertaining to current practices for pavement restoration of open utility cuts, and follow up interviews were conducted with local transportation officials in Ohio to gather additional information related to their standards and practices, and field sites were visited to select sites for detailed evaluation. A field and laboratory evaluation was conducted on three poor performing repairs and three good performing repairs in each of three cities in Ohio: Cleveland, Columbus, and Dayton. A matrix of best practices was developed which identifies best practices as defined by the literature, local transportation agency officials, and identified from field evaluations.

Book excerpt: Poor construction techniques in utility cut repairs often lead to settlement of the patches, increasing the roughness of the pavement and decreasing the rideability of the repaired pavement. Identifying the company responsible for faulty pavement repairs is difficult since multiple utilities may have performed repairs in the same section.The objective of this study was to develop a set of guidelines to assist INDOT in addressing challenges with utility cut repairs. The key research tasks included: (1) a synthesis of utility cut repair guidelines among State Highway Agencies (SHAs), (2) interviews with INDOT engineers and utility contractors to identify the challenges faced in restoring utility cuts, (3) an evaluation of INDOT's Electronic Permitting System in the context of managing utility cut permit information, and (4) an investigation of automated methods to track/manage utility cut repairs.INDOT specifications require utility cuts to be repaired using the T-section method, backfilled either, with soil compacted to 95% Standard Proctor density or with flowable fill, and edges treated with a tack coat for flexible pavements and dowel bars for rigid pavements. These specifications were found to be in alignment with a majority of the specifications of other State Highway Agencies. INDOT personnel recommended that flowable fill be made mandatory to circumvent the need for compaction, and suggested incorporating pre-qualification requirements for contractors who perform utility cut repairs.INDOT's Electronic Permitting System lacks data fields to store information about contractors performing pavement cut repairs, record details of the work, such as dimensions of the cut, backfill materials, construction methods, etc., and list information about periodic inspections by INDOT. Including data fields to record such information will facilitate a more effective use of EPS for reviewing and managing permits and tracking the work done by permittees. Enhancements to the EPS System could also automated identification of repaired patches by correlating the global positioning system (GPS) location of INDOT's pavement monitoring vehicle with the location information of utility cut repairs from the EPS.

With the 2002 Construction and Materials Specifications (CMS), the Ohio Department of Transportation's (ODOT) made major revisions to the chip seal specification to incorporate best practices applicable for pavements on the state highway system. However, the new specification may be burdensome and costly for local agencies to adopt due to lack of inspection personnel and a required level of quality which may not be necessary to achieve satisfactory performance on the local system. Many local agencies construct chip seals using local work crews and application rates based on experience, or with contractors using local specifications or older version of the ODOT specification. Consequently, success has been varied, with some excellent applications and some failures. The purpose of this research was to gain a better understanding of chip seal practices of the local agencies and identify best practices for low traffic volume roads. The goal of this research was to assess the current state of practice for chip sealing on county, township, and municipal-maintained roads. The objective was to develop a matrix of best practices for chip sealing low-volume roads in Ohio and design a study to aid in the future assessment of long-term performance creating protocols for data collection. As part of this study a literature review was completed, county and municipal engineers, and township trustees were surveyed regarding their chip seal practices, and follow-up interviews were conducted with eleven agencies. Based on the information collected a matrix of best practices for chip sealing on local roadways was developed and a study to collect long-term performance was designed. The best practices matrix identifies best practices as defined in the literature and by local agency personnel and is provided in this report. A plan and data collection software for a long term monitoring and evaluation of chip seals is also provided.

Several factors contribute to their formation, including design requirements, collar material type and cut shape, construction practices, frost heave, and backfill settlement. If not properly maintained, the distressed pavement can lead to ride quality issues and hazards for vehicles and snowplows. Differences in design details and construction practices can result in different performance; however, differences in pavement performance around utility structure covers are not well documented. The main goal of this Minnesota Local Road Research Board (LRRB) project is to fill this knowledge gap by documenting regional agency best practices for adjusting utility covers and patching the surrounding pavement. Information is gathered through a review of existing information, a review of standard details from agencies in and around Minnesota, an agency survey, and follow-up discussions with agencies that are generally satisfied with their practices. No single best practice is identified for design details; however, common themes among agencies include the importance of both inspecting and testing during construction and achieving adequate compaction of all pavement patch layers. This document is developed to assist local transportation agency personnel and engineering consultants in improving design and maintenance of asphalt concrete pavement around utility covers. It highlights successful and unsuccessful regional practices and trends, factors contributing to pavement damage around utility covers, timing of inspections and maintenance, and a framework for evaluating and modifying practice.

Book excerpt: The Ohio Department of Transportation (ODOT) has identified longitudinal joint (LJ) failure of existing hot-mix asphalt (HMA) paving as a systemic weakness in the structure of some asphalt surfaces. In the past, these joint failures were treated as if they were potholes, and maintenance staff used either hot or cold patching materials for their repair. Several improvements over this patching approach are now being used. Spray injection is a process in which a single piece of equipment is used to clean out the repair, blend aggregate chips and emulsified asphalt, and blow the aggregate--emulsified asphalt blend into the pavement failure. The process is a semi-automated substitute for traditional pothole patching. Slot paving includes milling a narrow section of deteriorated pavement around the longitudinal joint and repaving with HMA. Slot paving typically serves as a more durable repair than spray injection patching. A third approach, if the deterioration has only started and appears as a longitudinal crack, is to crack seal or fill using conventional sealing materials and techniques. Decision tools were developed to support ODOT staff in matching the proper longitudinal joint repair technique to a site's conditions. The guidance considers the severity of the longitudinal joint distress, the extent of the distress, and the recommended treatment or treatments.

Book excerpt: Recent innovations in the oil and gas industry have increased horizontal drilling and hydraulic fracturing activity in Ohio. As of July 2015, 1559 wells were planned or drilled in Ohio and 935 were producing. During its lifetime, each well site can generate up to 3000 additional truck loads. There is also increased truck activity to haul waste water away to injection well sites and to construct compressor stations and pipelines. These activities have resulted in a significant increase to the normal truck traffic volume experienced on the local road and bridge system. Ohio Senate Bill 315 requires oil or gas well operators enter into a Road User Maintenance Agreement (RUMA), or demonstrate a good-faith effort to do so prior to obtaining a drilling permit. By entering into a RUMA the company assumes a contractual obligation for maintaining or improving roads and bridges to mitigate the damage due to the excessive loads. A RUMA template was cooperatively developed by the Ohio Department of Transportation (ODOT), Ohio Department of Natural Resources (ODNR), oil and gas industry representatives, the County Engineer's Association of Ohio (CEAO), and other local transportation officials. As a home rule state, local agencies may modify the template for specific situations, resulting in many variations of the RUMA. Local agencies have also executed RUMAs with other industries such as coal, timber, wind energy, etc. In some instances, RUMAs may have been used in situations where their use is not necessarily appropriate, which has caused confusion among the local agencies and the industry. Although there has been a significant amount of study of the topic, this information is neither widely disseminated nor easily accessible to local officials. This information was collected from agencies in Ohio and elsewhere to find current and proposed practices via a literature search, a survey of counties and townships in Ohio, and interviews of select county engineers and township trustees. These practices are compared and the best presented in a matrix of best practices as well as guidelines and recommendations for local officials in Ohio.

States with similar climates are susceptible to pavement cracking and failures due to the frequent or extreme freeze-thaw cycles. Freeze-thaw cycles, paired with de-icing chemicals that are frequently placed on roadways during the winter months will most likely lead to pavement cracks and failure. Ohio Department of Transportation (ODOT) routinely repairs and replaces sections of concrete roadways and bridge decks. Therefore, ODOT is seeking durable, cost-effective materials to repair smaller pavement failures.The purpose of this study is to determine which high performance repair materials would be suitable for implementation in ODOT's construction practices. This includes selecting a variety of high performance repair materials, installing said materials in the field, conducting laboratory testing, and determining which materials are the most efficient and cost-effective. The activities that occurred during this study consist of visual inspections of previously installed high performance repair material patches, the nondestructive testing of each patch, and the installation of two types of selected repair materials. These repair materials are MG Krete and RepCon 928. The results of this study will help determine which of these materials would be optimal to implement in areas with extreme climates.
