Bei diesen anspruchsvollen und hohen Anforderungen an Bewerber stellt sich zwangsläufig die Frage, ob die ausschreibenden Unternehmen die notwendigen Kompetenzen für die Erfüllung heutiger und zukünftiger Aufgaben überhaupt detailliert kennen und wie sie diese ggf. ermitteln. Darüber hinaus muss hinterfragt werden, wie Unternehmen Qualifikationen und Kompetenzen der bereits angestellten Mitarbeiter behandeln. Wie werden Mitarbeiter durch das Unternehmen unterstützt, um den heutigen Ansprüchen gerecht zu werden bzw. auch die zukünftigen Anforderungen erfüllen zu können? Die Beschäftigung mit derartigen Fragen und Belangen verantwortet in einem Unternehmen das Personalmanagement, genauer die Personalentwicklung. Sich verändernde Marktbedingungen, steigende Komplexität und Dynamik sowie permanenter technologischer und gesellschaftlicher Wandel haben die Anforderungen an ein modernes Human Resource1 Management und damit auch an die Personalentwicklung grundlegend verändert. Viele Unternehmen insbesondere im Dienstleistungsbereich haben erkannt, dass ihre Mitarbeiter mit ihren besonderen Fähigkeiten und Talenten dem Unternehmen Alleinstellungsmerkmale am Markt ermöglichen. Demzufolge gewinnt das Thema Personalentwicklung auch im Top-Management deutscher Unternehmen zunehmend an Bedeutung. Der Bereich Human Resource wird dabei verstärkt als Business-Partner der Linienbereiche angesehen.
