Communities across the country are seeking a viable pattern of growth that promotes prosperity, protects the environment, and preserves the distinctive quality of life of their regions. The coastal zone of South Carolina is one of the most endangered, culturally complex regions in the state and perhaps in all of the American South. A Delicate Balance examines how a multilayered culture of environmental conservation and sustainable development has emerged in the lowcountry of South Carolina. Angela C. Halfacre, a political scientist, describes how sprawl shock, natural disaster, climate change, and other factors spawned and sustain—but also threaten and hinder—the culture of conservation. Since Hurricane Hugo in 1989, the coastal region of South Carolina has experienced unprecedented increases in residential and commercial development. A Delicate Balance uses interdisciplinary literature and ethnographic, historical, and spatial methods to show how growing numbers of lowcountry residents, bolstered by substantial political, corporate, and media support, have sought to maintain the region's distinctive sense of place as well as its fragile ecology. The diverse social and cultural threads forming the fabric of the lowcountry conservation culture include those who make their living from the land, such as African American basket makers and multigenerational famers, as well as those who own, manage, and develop the land and homeowner association members. Evolving perceptions, policies, and practices that characterize community priorities and help to achieve the ultimate goal of sustainability are highlighted here. As Halfacre demonstrates, maintaining the quality of the environment while accommodating residential, commercial, and industrial growth is a balancing act replete with compromises. This book documents the origins, goals, programs, leaders, tactics, and effectiveness of a conservation culture. A Delicate Balance deftly illustrates that a resilient culture of conservation that wields growing influence in the lowcountry has become an important regional model for conservation efforts across the nation. Book excerpt: A collection of essays that examine how the history of slavery and race in the United States has been interpreted and inserted at public historic sites For decades racism and social inequity have stayed at the center of the national conversation in the United States, sustaining the debate around public historic places and monuments and what they represent. These conversations are a reminder of the crucial role that public history professionals play in engaging public audiences on subjects of race and slavery. This "difficult history" has often remained un- or underexplored in our public discourse, hidden from view by the tourism industry, or even by public history professionals themselves, as they created historic sites, museums, and public squares based on white-centric interpretations of history and heritage. Challenging History, through a collection of essays by a diverse group of scholars and practitioners, examines how difficult histories, specifically those of slavery and race in the United States, are being interpreted and inserted at public history sites and in public history work. Several essays explore the successes and challenges of recent projects, while others discuss gaps that public historians can fill at sites where Black history took place but is absent in the interpretation. Through case studies, the contributors reveal the entrenched false narratives that public history workers are countering in established public history spaces and the work they are conducting to reorient our collective understanding of the past. History practitioners help the public better understand the world. Their choices help to shape ideas about heritage and historical remembrances and can reform, even transform, worldviews through more inclusive and ethically narrated histories. Challenging History invites public historians to consider the ethical implications of the narratives they choose to share and makes the case that an inclusive, honest, and complete portrayal of the past has the potential to reshape collective memory and ideas about the meaning of American history and citizenship.

In this pathbreaking book, George B. Tindall turns to the period after Reconstruction before a tide of reaction imposed a new system of controls on the black population of the state. He examines the progress and achievements, along with the frustrations, of South Carolina's African Americans in politics, education, labor, and various aspects of social life during the short decades before segregation became the law and custom of the land. Chronicling the evolution of Jim Crow white supremacy, the book originally appeared on the eve of the Civil Rights movement when the nation's system of disfranchisement, segregation, and economic oppression was coming under increasing criticism and attack. Along with Vernon L. Wharton's The Negro in Mississippi, 1865–1890 (1947) which also shed new light on the period after Reconstruction, Tindall's treatise served as an important source for C. Vann Woodward's influential The Strange Career of Jim Crow (1955). South Carolina Negroes now reappears fifty years later in an environment of reaction against the Civil Rights movement, a a situation that parallels in many ways the reaction against Reconstruction a century earlier. A new introduction by Tindall reviews the book's origins and its place in the literature of Southern and black history.
