Book excerpt: Social benchmarking is an evaluation method in which the performance levels of different public social programs are compared, either relatively to each other or to an absolute value. The first part of this research discusses the use of social benchmarking for the evaluation of active labour market policies. This part also develops a social benchmark model, which can be used to assess the performance of active labour market policies in general, and work-based employment programs in specific. The second part of this research consists of the actual benchmarking of the work-based employment programs in five countries: Australia, Canada, the Netherlands, Switzerland and the United Kingdom

Book excerpt: Many Transatlantic security concerns in the coming decades will originate not in Europe, but in the Greater Middle East, which encompasses the area from the Maghreb to the Caspian basin. This volume juxtaposes essays from U.S. and European scholars on selected areas and issues: the Arab-Israeli peace process, the Persian Gulf, Turkey and the Caspian Basin, the proliferation of weapons of mass destruction, and military force projection. Each author considers American and European strategies toward a particular issue and makes suggestions for future policy collaboration between the countries on both sides of the Atlantic.

Available in PDF, EPUB and Kindle. Book excerpt: The greater Middle East region is beset by a crescent of crises, stretching from Pakistan through Afghanistan, Iran, and Iraq to the Israeli-Palestinian conflict. Together, these five crises pose the most pressing security challenges faced by the United States and its European allies —ranging from terrorism and weapons proliferation to the rise of fundamentalism and the lack of democracy. Until now, Europe and the United States have approached these issues (indeed, the Middle East as a whole) in differing ways, with little effective coordination of policy. In fact, how best to deal with the greater Middle East has emerged as one of the most contentious issues in U.S.-European relations. The need for a common approach to the region is more evident than ever. This book brings together some of Europe and America's leading scholars and practitioners in an effort to develop a common approach to resolving the five major crises in the region. European and American authors provide succinct and fact-filled overviews of the different crises, describe U.S. and European perspectives on the way forward, and suggest ways in which the United States and Europe can better cooperate. In the conclusion, the editors synthesize the different suggestions into a roadmap for U.S.-European cooperation for addressing the challenges of the Greater Middle East in the years ahead.Contributors include Stephen Cohen (Brookings Institution), James Dobbins (RAND), Toby Dodge (University of London), Martin Indyk (Saban Center at Brookings), Kenneth Pollack (Saban Center at Brookings), Jean-Luc Racine (Center for the Study of India and South Asia), Barnett Rubin (New York University), Yezid Sayigh (University of Cambridge), and Bruno Tertrais (Fondation pour la Recherche Stratégique).

Available in PDF, EPUB and Kindle. Book excerpt: Winner, 2007 Louis Brownlow Award presented by the National Academy of Public Administration (NAPA) and 2006 Best Book in Environmental Management and Policy, American Society for Public Administration. Environmental regulation in the United States has succeeded, to a certain extent, in solving the problems it was designed to address; air, water, and land, are indisputably cleaner and in better condition than they would be without the environmental controls put in place since 1970. But Daniel Fiorino argues in The New Environmental Regulationthat—given recent environmental, economic, and social changes—it is time for a new, more effective model of environmental problem solving. Fiorino provides a comprehensive but concise overview of U.S. environmental regulation—its history, its rationale, and its application—and offers recommendations for a more collaborative, flexible, and performance-based alternative. Traditional environmental regulation was based on the increasingly outdated assumption that environmental protection and business are irreversibly at odds. The new environmental regulation Fiorino describes is based on performance rather than on a narrow definition of compliance and uses such policy instruments as market incentives and performance measurement. It takes into consideration differences in the willingness and capabilities of different firms to meet their environmental obligations, and it encourages innovation by allowing regulated industries, especially the better performers, more flexibility in how they achieve environmental goals. Fiorino points to specific programs—including the 33/50 Program, innovative permitting, and the use of covenants as environmental policy instruments in the Netherlands—that have successfully pioneered these new strategies. By bringing together such a wide range of research and real world examples, Fiorino has created an invaluable resource for practitioners and scholars and an engaging text for environmental policy courses.

Available in PDF, EPUB and Kindle. Book excerpt: An in-depth, enlightening look at the integrated reporting movement The Integrated Reporting Movement explores the meaning of the concept, explains the forces that provide momentum to the associated movement, and examines the motives of the actors involved. The book posits integrated reporting as a key mechanism by which companies can ensure their own long-term sustainability by contributing to a sustainable society. Although integrated reporting has seen substantial development due to the support of companies, investors, and the initiatives of a number of NGOs, widespread regulatory intervention has yet to materialize. Outside of South Africa, adoption remains voluntary, accomplished via social movement abetted, to varying degrees, by market forces. In considering integrated reporting’s current state of play, the authors provide guidance to ensure wider adoption of the practice and success of the movement, starting with how companies can improve their own reporting processes. But the support of investors, regulators, and NGOs is also important. All will benefit, as will society as a whole. Readers will learn how integrated reporting has evolved over the years, where frameworks and standards are today, and the practices that help ensure effective implementation—including, but not limited to an extensive discussion of information technology’s role in reporting and the importance of corporate reporting websites. The authors introduce the concepts of an annual board of directors' "Statement of Significant Audiences and Materiality" and a "Sustainable Value Matrix" tool that translates the statement into management decisions. The book argues that the appropriate combination of market and regulatory forces to speed adoption will vary by country, concluding with four specific recommendations about what must be done to accelerate high quality adoption of integrated reporting around the world.
