Now, the world is in the midst of an extraordinary information explosion led by rapid growth in the use of the Internet and connected devices. Both user-generated data and enterprise data levels continue to grow ex- nentially. With substantial technological breakthroughs, Moore's law will continue for at least a decade, and the data storage capacities and data transfer speeds will continue to increase exponentially. These have challenged industry experts and researchers to develop innovative techniques to evaluate and benchmark both hardware and software technologies. As a result, the TPC held its First Conference on Performance Evaluation and Benchmarking (TPCTC 2009) on August 24 in Lyon, France in conjunction with the 35th International Conference on Very Large Data Bases (VLDB 2009). TPCTC 2009 provided industry experts and researchers with a forum to present and debate novel ideas and methodologies in performance evaluation, measurement and characteri- tion for 2010 and beyond. Book excerpt: Application-level monitoring of continuously operating software systems provides insights into their dynamic behavior, helping to maintain their performance and availability during runtime. Such monitoring may cause a significant runtime overhead to the monitored system, depending on the number and location of used instrumentation probes. In order to improve a system’s instrumentation and to reduce the caused monitoring overhead, it is necessary to know the performance impact of each probe. While many monitoring frameworks are claiming to have minimal impact on the performance, these claims are often not backed up with a detailed performance evaluation determining the actual cost of monitoring. Benchmarks can be used as an effective and affordable way for these evaluations. However, no benchmark specifically targeting the overhead of monitoring itself exists. Furthermore, no established benchmark engineering methodology exists that provides guidelines for the design, execution, and analysis of benchmarks. This thesis introduces a benchmark approach to measure the performance overhead of application-level monitoring frameworks. The core contributions of this approach are 1) a definition of common causes of monitoring overhead, 2) a general benchmark engineering methodology, 3) the MooBench micro-benchmark to measure and quantify causes of monitoring overhead, and 4) detailed performance evaluations of three different application-level monitoring frameworks. Extensive experiments demonstrate the feasibility and practicality of the approach and validate the benchmark results. The developed benchmark is available as open source software and the results of all experiments are available for download to facilitate further validation and replication of the results.

Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. Scienti?c methodologies for standardization and benchmarking are crucial for quantitatively evaluating the performance of eme- ing robotic and intelligent systems’ technologies. There is currently no accepted standard for quantitatively measuring the performance of these systems against user-de?ned requirements; and furthermore, there is no consensus on what obj- tive evaluation procedures need to be followed to understand the performance of these systems. The lack of reproducible and repeatable test methods has precluded researchers working towards a common goal from exchanging and communic- ing results, inter-comparing system performance, and leveraging previous work that could otherwise avoid duplication and expedite technology transfer. Currently, this lack of cohesion in the community hinders progress in many domains, such as m- ufacturing, service, healthcare, and security. By providing the research community with access to standardized tools, reference data sets, and open source libraries of solutions, researchers and consumers will be able to evaluate the cost and be- ?ts associated with intelligent systems and associated technologies. In this vein, the edited book volume addresses performance evaluation and metrics for intel- gent systems, in general, while emphasizing the need and solutions for standardized methods. To the knowledge of the editors, there is not a single book on the market that is solely dedicated to the subject of performance evaluation and benchmarking of intelligent systems.
