Book excerpt: This document provides a summary and evaluation of the methodological procedures and results of the full-scale implementation of the Beginning Postsecondary Student Longitudinal Study Second Follow-up, 1990-94 (BPS:90/94). The study was conducted for the National Center for Education Statistics by Research Triangle Institute with the assistance of Abt Associations and Management Planning Research Associates. BPS:90/94 involved locating and computer-assisted telephone interviewing of a sample of individuals identified initially in the 1990 National Postsecondary Student Aid Study. An introductory chapter provides a brief overview of the background, purposes, and scheduled projects of the BPS:90/94 full-scale study. Chapter 2 describes the design and method of the study, including sample design, respondent locating, data collection, and design of the operating control system. Chapter 3 presents the results of the locating and data collection, and Chapter 4 evaluates the quality of the data collected. The final three chapters present issues related to the construction of the study data file, sample weighting, and estimation techniques. Six appendixes describe the survey review panel membership and present student prenotification materials, the interview instruments, data collection materials, supplemental analytic results, and the variables used for design effects tables. An introduction considers the background, purposes, and scheduled products of the BPS study. Chapter 2 describes study design and method. Operating control systems implemented for the study are described in chapter 3. Details and descriptions of data locating and collection activities and outcomes are given in chapter 4, and data quality is examined in chapter 5. Book excerpt: This report presents data on the plans and expectations, preparation and course-taking patterns, college enrollment rates, and college persistence and completion of minorities in comparison with the majority, white population. The data reported show the following: (1) that while almost all high school seniors expect to complete at least some college, Hispanic seniors are less likely to plan to attend college right after high school; (2) that black and Hispanic graduates are less likely than white peers to make an immediate transition to college with Hispanics more likely to enroll in two-year colleges; (3) that white and Asian/Pacific Islanders are more likely than black and Hispanic counterparts to persist toward a bachelor's degree; (4) that black and American Indian/Alaskan Native graduates are less likely than white and Asian/Pacific Islanders to earn a bachelor's degree in 4 years or less; (5) that while several minority groups major in fields that will help them recoup college costs, black, Hispanic, and Asian/Pacific Islanders are less likely than whites to major in education, with the last-named group more likely than whites to major in computer science and engineering. Data were derived from the spring 1994 follow-up of the 1990 Beginning Postsecondary Students Longitudinal Study. The report notes that attendance at multiple institutions is widespread: at 4-year institutions almost half of beginning students enrolled elsewhere within 5 years, although only 25 percent transferred; and at community colleges, 25 percent were identified as working toward a bachelor's degree. The report data, which are summarized in 9 figures and 28 tables, and the discussion cover the following areas: (1) definition of transfer; (2) the general phenomenon of attendance at multiple institutions; (3) transfer activity in general; (4) transfer from 4-year institutions; (5) transfer from public 2-year to 4-year institutions; and (5) transfer activities, controlling for background.
