Book excerpt: Pursuant to a congressional request, GAO reviewed weaknesses in the Army's efforts to develop segments of its Tactical Command and Control System, focusing on the: (1) All Source Analysis System; (2) Maneuver Control System; and (3) Common Hardware and Software. GAO found that: (1) the Army plans to develop a limited All Source Analysis System with the minimum set of features that users need and add features as it develops other versions; (2) the reduced Soviet threat and the availability of existing capabilities similar to the All Source Analysis System have eliminated the need for further procurement of the limited system; (3) although All Source Analysis System equipment can be used to help refine software and system requirements, the Army's unapproved test plan calls for software that does not meet user requirements; (4) the Army spent $155 million to acquire Maneuver Control System equipment that does not meet its requirements; (5) the Army is rushing the Maneuver Control System's development and acquisition process to make a production decision and acquire equipment at the end of fiscal year 1992, even though the revised test and evaluation master plan is not approved and the operational test criteria are not adequately defined; and (6) although the Army cited several reasons to justify acquiring larger, transportable Common Hardware and Software computers and requiring many users that only need the less expensive, portable versions to buy the larger units, the disparity between the $340 million increase in acquisition costs and the logistical and hardware savings, as well as other benefits, does not support the Army's position.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Army's strategy for testing and procuring the Army Tactical Command and Control System (ATCCS), focusing on the preparations for an operational test. GAO found that: (1) the Army will test each ATCCS segment before integration and then measure the network against systemwide requirements; (2) the Army has an individual acquisition strategy, test program, and production and fielding schedule for each segment and will upgrade the software before integrating each segment into the network; (3) the Army plans to start production of the network without testing the automated data exchange between segments and without enhanced communications capabilities, contrary to congressional guidance requiring the Army to procure a fully integrated system; (4) the Army shortened the test schedule for the Maneuver Control System (MCS) and did not allow for sufficient time for personnel to adequately learn how to operate it and incorporate it into standard operating procedures before a planned operational test; (5) contrary to normal practices, the Army deferred development of seven MCS functions, and its operational test will not include the complete software; and (6) the Army plans to field two versions of the computer equipment for the segment, which will increase logistics costs and render one version of the equipment obsolete.

Book excerpt: Pursuant to a congressional request, GAO provided information on the technical performance, delivery schedules, and cost of the Army's Forward Area Air Defense Command, Control, and Intelligence System (FAAD C2I), focusing on the status of four components: (1) computers and software for system automation of command and control functions; (2) a ground-based sensor to detect and track aircraft; (3) an aerial sensor to detect helicopters and other low-flying aircraft hidden from the ground-based sensor's view; and (4) devices to distinguish between friendly and threat aircraft. GAO found that the Army: (1) delayed its fielding of the computer and software component from fiscal year (FY) 1991, and deferred some of the component's capabilities to allow fielding an initial system in FY 1993; (2) delayed its plan for FY 1991 deployment of the nondevelopmental ground-based sensor so that it could make performance specifications less stringent; (3) scheduled ground-based sensor deployment for FY 1996, and planned to incorporate more advanced technology as it became available to fully meet its requirements; (4) deferred development and deployment of the aerial sensor, for which it had not determined type or platform requirements, after the Office of the Secretary of Defense deleted FY 1991 and 1992 development funds; (5) estimated that aerial sensor deployment would not occur before FY 1997; (6) planned to use existing aircraft identification devices, since it delayed programs for device development and deployment for several years; and (7) revised its 1986 cost estimate for FAAD C2I from $2.6 billion to $3.2 billion, but did not consider costs associated with planned ground-based sensor improvements, the possible addition of another aircraft identification system, the possible need for a dedicated platform for the aerial sensor, and the potential cost impact of deferring some computer and software component capabilities.

GAO found that: (1) as part of its battlefield digitization plan, the Army plans to conduct a series of costly experiments from 1995 to 1997 to demonstrate the utility of a digitized force; (2) risks that the Army faces in implementing its digitization plan include integration, software development, hardware costs, unknown quantity requirements, communications, and interoperability with other command and control systems; (3) specific and measurable goals are needed to evaluate the achievements of each experiment, and these goals should be met before proceeding to the next experiment; (4) the Army is risking investments of almost $400 million for digital systems needed to conduct increasingly larger scale experiments through fiscal year 1999; (5) the investment required to digitize a 10-division Army could be as high as $4 billion; and (6) since Congress has directed the Army to include the Marine Corps in its digitization plan, the Department of Defense must identify funding for the Marine Corps to ensure its participation and success in the digitization program.

Book excerpt: Within the Army Command and Control System (ACCS) umbrella, there are five major command and control systems corresponding to the battlefield functional areas of air defense, combat service support, fire support, intelligence/electrical warfare, and maneuver control. Of the five systems, four will use the Department of Defense (DOD) standard programming language, Ada, and ACCS common hardware and software (ACCS CHS). The ACCS CHS program will also supply computers for a separate program at the unit level. In addition, three communication systems will link the command and control systems: (1) a telephone-like, area wide communications net known as the Mobile Subscriber Equipment program, (2) a voice radio combat net, and (3) a data distribution radio system. Estimated costs increased in six of the eight programs mainly due to quantity increases, and to a lesser extent, schedule delays, software development and production problems. One program has a lower cost estimate due to reduced requirements and quantities, and one program in the combat service support functional area is a new start.

GAO found that: (1) the Army underestimated program costs by about $3.2 billion because it did not include costs related to the Army National Guard, corps missile battalions, and war reserves; (2) although projected delays in acquiring computer software and hardware could delay the system's acquisition and fielding schedule, the Army did not defer the contracts for the second phase of development; (3) the Army plans to deploy the initial FAAD C2I system without an aerial sensor or certain aircraft identification features; and (4) the Army may not need $93.2 million of its $207.8 million fiscal year (FY) 1988 funding request because of the projected schedule delays.
