Book excerpt: This report documents the efforts undertaken in the project to develop a Battle Command Training Program Database compatible with the other databases incorporated into the Combat Training Center Archive. Each task is reviewed and the deliverable(s) associated with it are referenced. The purpose of this report is to document the establishment of a framework for integrating the BCTP data into the database at ARI-POM. The primary advantage to integrating this data into the ARI-POM Archive would be that all echelons operating at the tactical level would be incorporated into this Archive. Thus, a problem with a tactical-level system can be examined throughout all the relevant echelons. The project consisted of two thrusts: (a) Gathering information about the nature of the exercises conducted at BCTP and data that were generated in the course of the exercises. (b) Identifying the community of users who would be interested in having the BCTP data available in the CTC Archive at ARI-POM and determining what their requirements would be.

Book excerpt: The Combat Training Centers (CTCs) have two missions: (1) Provide tough, realistic combined arms training in which the unit to be trained must exercise all of the battlefield operating systems (BOSs) in accordance with AirLand battle doctrine; and (2) Provide a data source for training, doctrine, organization and equipment improvement. The BCTP is considered to be a CTC, specializing in training exercises for command staff training at the Brigade, Division and Corps levels. These training exercises, known as Warfighter Exercises (WFXs), and the system that supports them, are described extensively in supporting reports, described in the references section of this report. The purpose of this document is to describe how the data from rotations at the BCTP will be integrated into the databases at the CTC Archive at ARI-POM.

Book excerpt: The primary objective of this BCTP Database Development effort was to provide a prototype database system encompassing corps, division, and brigade echelon operations conducted during BCTP training. The intent of the database is to increase the utility and accessibility of BCTP data for all users by extending development work on the prototype to provide for wide area access. The prototype BCTPdb contains nearly complete data from two BCTP WFXs and Final Exercise Reports from six WFXs. In contrast to the legacy databases for the maneuver CTCs, the BCTPdb, through three users' tests, has demonstrated the functionality necessary for a database common to all the CTCs. It is the intention of the Center for Army Lessons Learned that the BCTPdb become the cornerstone of a CTC Common database to be developed on an enterprise architecture plan which will provide for global access. This report contains The Final Report, Data Dictionary, User's Guide, Loading Procedures Guide, Converted Data Structures description, and the PowerBuilder User Interface description.

Book excerpt: This report presents the results of a RAND study examining the implementation of the U.S. Army's Battle Command Training Program (BCTP), which consists of three phases: a five-day Battle Seminar of workshops and decision exercises, a week-long computer-driven command post exercise (called the WarFighter Exercise) three to six months after the seminar, and a take-home Sustainment Exercise four to six months after the WarFighter Exercise. The report examines the BCTP based on the common understanding between the BCTP and its clients about its purposes, methods, and evaluation criteria, and on the data collection and analysis strategies required of the BCTP to provide feedback to client units and to higher-echelon doctrinal and readiness agencies. The authors make recommendations designed to increase the BCTP's ability to improve Army training both in terms of short-term issues of individual division readiness and long-term issues of higher-echelon command and control.

This information will help to prioritize the incorporation of BCTP data into the ARI-POM Archive and will inform the organization of the data to facilitate access to the relevant data items. Integration of the BCTP database into the CTC Archive will greatly expand the scope of possible analysis, and enable more systematic examination of issues at all applicable echelons. The overall model for performance evaluation and feedback that forms the basis for the CTC Archive at POM incorporates information about both process (tasks performed by units and individuals) and outcomes (results on the battlefield: casualties inflicted and sustained, terrain won or lost, etc.). This model can apply equally to information from BCTP.

This document summarizes our understanding of the BCTP operational environment with regard to how units and staffs train, specific duties and responsibilities of BCTP and contract staff, and the data produced by BCTP processes. Our goal is to understand the data completely enough to lay the groundwork for a BCTP database that will have enduring value for a number of users in the pursuit of lessons learned, in feedback to units being trained, in the study of systemic issues affecting the Army, and as a means to enhance/improve the BCTP program itself.
