Book excerpt: Ethics and Aesthetics of Translation engages with translation, in both theory and practice, as part of an interrogation of ethical as well as political thought in the work of three bilingual European authors: Bernardo Atxaga, Milan Kundera and Jorge Semprún. In approaching the work of these authors, the book draws upon the approaches to translation offered by Benjamin, Derrida, Ricœur and Deleuze to highlight a broad set of ethical questions, focused upon the limitations of the monolingual and the democratic possibilities of linguistic plurality; upon our innate desire to translate difference into similarity; and upon the ways in which translation responds to the challenges of individual and collective remembrance. Each chapter explores these interlingual but also intercultural, interrelational and interdisciplinary issues, mapping a journey of translation that begins in the impact of translation upon the work of each author, continues into moments of linguistic translation, untranslatability and mistranslation within their texts and ultimately becomes an exploration of social, political and affective (un)translatability. In these journeys, the creative and critical potential of translation emerges as a potent, often violent, but always illuminating, vision of the possibilities of differentiation and connection, generation and memory, in temporal, linguistic, cultural and political terms.

The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. Published in 1797, the work of the self-exiled Maistre presents a providential interpretation of the French Revolution and argues for a new alliance of throne and altar under a restored Bourbon monarchy. Although the Directory and then Napoleon delayed Maistre's influence within France until the Restoration, he is now acknowledged as the most eloquent spokesperson for continental conservatism. Considerations on France was a shrewd piece of propaganda, but, as Isaiah Berlin contends, by arguing his case in broad historical, philosophical and religious terms, Maistre raises issues of enduring importance.

However, as environmental awareness has become more generalized, the forms of expression of environmental concern have changed. Established environmental movement organizations have become embedded in policy networks, but, in some countries, there has been a resurgence of environmental radicalism. New groups, adopting innovative tactics, have mounted spectacular and disruptive protests. These developments pose interesting questions for social scientists and policy-makers. Has the institutionalization of established environmental organizations demobilized their supporters and reduced them to a passive, credit-card waving 'conscience' constituency? Has direct participation in environmental protest become the specialized activity of smaller numbers of people? Has there been a decline in the total volume of environmental protest, or is it merely that the forms of protest have changed? Have the protest repertoires of established groups moderated over time, or have they been stimulated by the emergence of more radical groups to adopt more challenging tactics? Has environmental protest become more confrontational? Do protests employ different repertoires of action according to the issues at stake? How does the incidence of protest vary over time and from one country to another? Is there evidence of a Europeanization of either the issues or the forms of environmental protest? These are some of the questions this volume addresses. Based upon an analysis of the protest events reported in one quality newspaper in each of eight countries during the ten years 1988 to 1997, this is the first systematically comparative study of environmental protest in a representative cross-section of EU member states. It breaks entirely new ground in the study of environmental politics in Europe and is a major contribution to the study of protest events.
