Available in PDF, EPUB and Kindle. Book excerpt: American communities face serious challenges when military bases close. But affected municipalities and metro regions are not doomed. Taking a long-term, flexible, and incremental approach, Michael Touchton and Amanda J. Ashley make strong recommendations for collaborative models of governance that can improve defense conversion dramatically and ensure benefits, even for low-resource municipalities. Communities can't control their economic situation or geographic location, but, as Salvaging Community shows, communities can control how they govern conversion processes geared toward redevelopment and reinvention. In Salvaging Community, Touchton and Ashley undertake a comprehensive evaluation of how such communities redevelop former bases following the Department of Defense's Base Realignment and Closure (BRAC) process. To do so, they developed the first national database on military redevelopment and combine quantitative national analyses with three, in-depth case studies in California. Salvaging Community thus fills the void in knowledge surrounding redevelopment of bases and the disparate outcomes that affect communities after BRAC. The data presented in Salvaging Community points toward effective strategies for collaborative governance that address the present-day needs of municipal officials, economic development agencies, and non-profit organizations working in post-BRAC communities. Defense conversion is not just about jobs or economic rebound, Touchton and Ashley argue. Emphasizing inclusion and sustainability in redevelopment promotes rejuvenated communities and creates places where people want to live. As localities and regions deal with the legacy of the post-Cold War base closings and anticipate new closures in the future, Salvaging Community presents a timely and constructive approach to both economic and community development at the close of the military-industrial era.

Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

Available in PDF, EPUB and Kindle. Book excerpt: Anni Baker has created a fascinating exploration of life in the armed forces, as it has been experienced by millions of men, women, and children over the past six decades. Her book examines the factors that shape military service and military culture, from grueling training exercises to sexual relations with local women, from overseas duty to the peculiar life of the military brat. The book begins with an examination of the enlistment process, follows the military lifecycle through career decisions, promotions, raising families, and retirement, explores the impact of war on military society, and ends with a discussion of the place of the armed forces in the United States. A wide variety of sources were used in this study, including contemporary scholarship, government and military records, public media, and, most important, interviews and written materials from military personnel, retirees, family members, and civilian employees. Using a lively and readable style, Baker blends clear explanations of elements of military life, information on the development of military society, and the voices of those who serve into an insightful account of this fascinating subculture. It is the author's view that not only is study of the U.S. military a valuable undertaking in itself, but in addition it will enrich our perspective on civilian life and culture in the United States. The military is a distinct society based on a set of common values that are sometimes, though not always, at odds with those of civilian society. The extent to which active duty personnel, family members and civilians internalize these values dictates their comfort with military life and their choice of a military career. Through a discussion of life in the military, Baker examines how the values, traditions and norms of the armed forces are articulated and shared, how they influence the individual and the institution, and what their role is in American society as a whole.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorizing Ourselves dismantles much of the flawed thinking that dominates U.S. counterterrorism policy today and lays out alternative approaches informed by experience, deliberation, and the well-established norms of a free society. Leading experts in the field contributed to this important new book, which shows that politicians use fear for political purposes and spend vast sums of money on dubious security measures. These experts explore the nature of modern terrorism, explain and decry our panicked responses to it, and offer sober alternatives. Beyond specific proposals for disrupting terror cells and improving homeland security efforts, Terrorizing Ourselves documents the many ways in which a climate of fear-mongering exacerbates the threat of terrorism. Terrorists, the authors note, get their name for a reason. Fear is their chief tactic. Political forces push U.S. policymakers to hype this fear, encouraging Americans to believe that terrorists are global super villains who can wreck American society unless we submit to their demands. This book shows that policies based on this fantasy are self-defeating and bring needless war, wasted wealth, and less freedom. The authors explore strategies to undermine support for these policies. They also sketch an alternative counterterrorism and homeland security strategy—one that makes us safer and plays to Americans’ confidence rather than our fears.

Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

This book was released on 2007 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.
