Future agreements between nations concerning the reduction of their GHG emissions will - pend upon precise estimates of the present level of these emissions in both natural and managed terrestrial and aquatic environments. From this viewpoint, the present volume should prove to a benchmark contribution because it provides very carefully assessed values for GHG emissions or exchanges between critical climatic zones in aquatic en- ronments and the atmosphere. It also provides unique information on the biases of different measurement methods that may account for some of the contradictory results that have been published recently in the literature on this subject. Not only has a large array of current measurement methods been tested concurrently here, but a few new approaches have also been developed, notably laser measurements of atmospheric CO concentration 2 gradients. Another highly useful feature of this book is the addition of - nitoring and process studies as well as modeling.

This is particularly true for the operational phase of the scheme that represents by far the longest period in its lifetime cycle. Bulletin 154 presented a general approach and concepts to be applied to dam operation. The current Bulletin 175 extends the developed concepts to all phases preceding the operational phase. Many risks associated with the operation of existing dams have their origins in other phases preceding the actual operation. Although there are numerous ICOLD Bulletins addressing technical aspects of planning, design, construction and commissioning of dams, there is not a single Bulletin which covers the subject in a comprehensive manner. The current document is a first attempt to capture all relevant dam safety aspects in all preoperational phases by systematically characterizing the actors involved, their roles, the activities and complex interactions present in different phases of the dam lifecycle. An Overarching Safety Management System is specifically developed that can be applied to all actors involved. La gestion de la sécurité des barrages est une préoccupation majeure pendant tout le cycle de vie d'un projet de barrage. Cela est particulièrement vrai pour la phase opérationnelle du système qui représente de loin la période la plus longue de son cycle de vie. In the explanation of the supply function of the reservoirs, attention is paid to the processing of hydrological data, the respective probability distribution is assessed, the theory of stochastic processes is explained, and methods of modelling the sequence of mean annual and monthly discharges are mentioned. The demands of consumers and the reliability of water supply are analysed. All types of reservoir discharge control are presented, i.e. multi-year, annual, short-term and compensation. A solution is given for the discharge control in reservoir systems and in special cases of water management, as well as in individual reservoirs. To describe the flood control function of reservoirs, hydrological data are evaluated, the precision of the flood regime characteristics is assessed, the flood routing in a reservoir is resolved, and the question of flood control is discussed. Control of a reservoir is ensured by a special space, as well as by utilizing the supply and overflow components of the reservoir. A separate part is devoted to the water management operations of reservoirs, mentioning the rules for control of the discharge from reservoirs in permanent operation, mainly using central control, and for the study and evaluation of the water management function of reservoirs. The last part of the book describes solutions for new reservoir functions resulting from their incorporation into water management systems and their function in the environment. The basic types of water management systems are described, as well as conditions for their optimal operation. In a similar way, the distribution of investment and operation costs for the various parts of a complex water management project are discussed in detail, as well as the economic impact of the reliability of water supply and flood control. The physical, chemical, biological and social consequences of reservoirs and their significance in creating a cultural landscape are analysed. The current state of and possible future sediment deposition in reservoirs have been investigated globally with the aid of the ICOLD Register on Dams. The global mean reservoir sedimentation rate was found to be 0.8 % of the original storage capacity per year. The book also investigates the impacts of dams on the ecology related to fluvial morphological changes, and guidelines are proposed to mitigate the impacts on the downstream river morphology. Finally an economical model is presented which considers a life cycle approach for reservoir conservation.
