Available in PDF, EPUB and Kindle. Book excerpt: This paper provides a brief historical journey of central banking in Latin America to shed light on the debate about monetary policy in the post-global financial crisis period. The paper distinguishes three periods in Latin America’s central bank history: the early years, when central banks endorsed the gold standard and coped with the collapse of this monetary system; a second period, in which central banks turned into development banks under the aegis of governments at the expense of increasing inflation; and the “golden years,” when central banks succeeded in preserving price stability in an environment of political independence. The paper concludes by cautioning against overburdening central banks in Latin America with multiple mandates as this could end up undermining their hard-won monetary policy credibility.
Book Synopsis Financial Safety Nets and Incentive Structures in Latin America by : Philip Lawton Brock

This book was released on 1998 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: October 1998 Three principles that should govern the safety net for a country's financial system, altering bank behavior and deepening financial intermediation by shifting some risk to the government. Well-designed bank safety nets should alter bank behavior and deepen financial intermediation by shifting some risk to the government. It is often said that the best safety net for a financial system is one that makes market participants behave as if the safety net did not exist. Brock examines issues associated with safety nets for financial systems in small open economies such as those in Latin America. He stresses three principles that should guide the design and operations of a financial system safety net: * Safety nets should strengthen rather than supplant private capital, monitoring, and closure mechanisms. The presence of asymmetric information gives borrowers, bankers, and depositors incentives to voluntarily impose capital requirements, monitoring arrangements, and contractual provisions for the closure or recapitalization of firms and banks. Government regulations or safety net provisions should be designed to work in harmony with the incentives private agents already face. * Safety nets must take into account both aggregate risk and idiosyncratic risk. In particular, good safety nets must be designed to take into account large but infrequent macroeconomic shocks as well as to encourage prudential bank behavior during normal times. * Safety net design should be grounded in the historical and institutional framework of any given country. Safety nets evolve over time and must allow for problems that have existed for a long time-but must also take into account current political pressures and today's generally higher expectations about the government's ability to insure the financial system against aggregate shocks. This paper-a product of Finance, Development Research Group-is part of a larger effort in the group to study the role of incentives in finance. The author may be contacted at [email protected].

This book was released on 2021-08-20 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite some improvement since 2011, Latin America and the Caribbean continue to lag behind other regions in terms of financial inclusion. There is no clear evidence that fintech developments have supported greater financial inclusion in LAC, contrary to what has been observed elsewhere in the world. Case studies by national policy experts suggest that barriers to entry in the financial sector, along with a constraining regulatory environment, may have hindered a faster adoption of fintech. However, fintech development seems to have accelerated in the wake of the COVID-19 pandemic and with the support of recent policy initiatives.
Book Synopsis Financial Stability Reports in Latin America and the Caribbean by : Cheng Hoon Lim
Download or read book Financial Stability Reports in Latin America and the Caribbean written by Cheng Hoon Lim and published by International Monetary Fund. This book was released on 2017-03-30 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries in Latin America and the Caribbean now publish financial stability reports. This study reviews their latest issues to assess their content, quality, and transparency. While some reports provide a strong analysis of risks and vulnerabilities, there are significant cross-country differences, and many reports could be improved by adopting a more comprehensive, forward-looking, and thematic assessment of financial stability. A well thought out communication strategy, including a regular and predictable publication schedule and an easily accessible website, is also important to enhance the impact of the reports. Data gaps, particularly at the disaggregated level, are material and need to be urgently addressed.

This book was released on 1997-10 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent banking crises in Argentina, Paraguay, and Venezuela suggest that the macroeconomic impact is influenced by the causes of the crisis, the exchange rate regime, the degree of dollarization, and the structure of the banking system. Crises stemming from both macroeconomic and bank-specific causes had the largest macroeconomic impact. Countries with high dollarization and a large share of foreign and government-owned banks maintained a more stable deposit base, at least temporarily, by shifting to dollar-denominated deposits and foreign and government-owned banks. Countries that responded with a rapid, consistent, and comprehensive policy response reduced the negative macroeconomic consequences of their crises.

Book Synopsis Rethinking Infrastructure in Latin America and the Caribbean by : Marianne Fay
Download or read book Rethinking Infrastructure in Latin America and the Caribbean written by Marianne Fay and published by World Bank Publications. This book was released on 2017-08-02 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.
Book Synopsis The State of State Reforms in Latin America by : Eduardo Lora
Download or read book The State of State Reforms in Latin America written by Eduardo Lora and published by World Bank Publications. This book was released on 2006-10-23 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
Book Synopsis A License to Issue (Anywhere) by : Svetlana Vtyurina
Download or read book A License to Issue (Anywhere) written by Svetlana Vtyurina and published by International Monetary Fund. This book was released on 2017-07-11 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper overviews patterns in bond issuance in local and external markets by firms in six large Latin American countries. Data suggest that despite rising issuance, local markets remain small and shallow in several countries. Nevertheless, since greater funding is available to many firms in both markets, we investigate the factors that may explain the firm’s choice on where to issue a bond. Using an unbalanced panel of firm and market-level indicators for years 1995-2015, we control for variables representing several theories of capital structure, and the results show that firm characteristics such as size and liquidity increase the likelihood of firms to issue externally. With respect to market characteristics, the market completeness hypothesis generates the most support, where market scale and depth are most important for the issuer’s choice of the market, suggesting that local markets will have to become deeper to draw more firms and investment.
