Book excerpt: Private bankers have been defined as owner-managers of their bank, irrespective of their type of activity, which could be in any field of banking, sometimes in conjunction with another one, especially commerce in the earlier periods. Analysing the experiences of European private bankers from the early modern period to the early twenty-first century, this book starts by examining the slow emergence of specialist private bankers, largely from amongst those who provided commercial credit. This initial consideration culminates in a focus upon the roles that they played, both during the onset of the continent's industrialization, and in orchestrating the finances of the emerging world economy. Its second theme is private banking's waning importance with the rise of joint-stock competitors, which became increasingly apparent in Britain during the mid-nineteenth century, and elsewhere within Europe some decades later. Lastly, attention is paid to the decline of private bankers in the twentieth century -a protracted and uneven decline, combined with the persistence and even the enduring success of some segments of the profession. It concludes with the revival of private banking in the late twentieth century as a response to the development of a new market - the management of personal wealth.

Starting from our competencies and specific knowledge - financial markets and management of bank intermediaries - our research has basically focussed onto the posts' financial services offer and their future perspectives. The subject is particularly interesting considering the radical changes, which are giving to 'the postal activity and the competition itself a new profile. And this reality paves the way to new opportunities in the market segment of financial services for retail customers and, at the same time, it brings in new threats. Our approach is the approach of compared analysis in Europe in order to detect common trends in the development or possible specific features, as well as positioning perspectives of the different national Posts in the single market of financial services. Our working group has benefited from the collaboration of researchers and experts with different nationality, university education and experience. Eminent representatives of postal companies, regulation and control bodies, banks and financial institutes have been interviewed and have allowed precious elements to deepen our knowledge and capacity of interpreting the present trends.

The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. Book excerpt: "This paper takes stock of recent privatization trends, examines the extent to which government ownership is still prevalent in developing countries, and summarizes emerging issues for state enterprise reform going forward. Between 1990 and 2003, 120 developing countries carried out nearly 8,000 privatization transactions and raised $410 billion in privatization revenues. Privatization activity peaked in 1997 and dropped off in the late 1990s and, while still at overall low levels, is slowly creeping back. While there are a large number of studies assessing the impact of privatization on enterprise performance and overall welfare, there are no systematic data on the extent to which privatization has changed the role of state enterprises in the economy. Anecdotal evidence suggests that the state's role has been substantially reduced in Eastern and Central Europe and in certain countries in Latin America. But available evidence also suggests that, despite a long track record of privatization, government ownership in state enterprises is still widely prevalent in some regions and countries, and in certain sectors in virtually all regions. The paper shows that the costs of not reforming state enterprises are high and that continued efforts need to be made to improve their performance by improving privatization policies and institutions; adopting more of a case-by-case approach for complex sectors and countries; and exposing state enterprises to market discipline through new private entry and exit of unviable firms and improvements in their corporate governance.
