The main goal of Bangladesh’s Poverty Reduction Strategy is based on a vision for poverty reduction formed on the basis of the understanding of key issues of the present state of the economy. To fulfill the vision of poverty reduction, four strategic blocks are identified. These four blocks are enhancing pro-poor growth, boosting critical sectors for pro-poor economic growth, devising effective safety nets and targeted programs, and finally ensuring social development.

For the broad picture of performance of the Sixth Plan during the first three years in terms of achieving major development targets relating to economic growth, employment and poverty reduction is generally positive. The economy has made further solid progress in these areas, which is reassuring. Progress has also been made in transforming the economy from a rural-based agrarian economy to one that is more modern urban-based manufacturing and services-based. Export performance is on track, which has provided the impetus for the expansion of the manufacturing sector.

The paper reviews the trends of poverty to set the benchmark for the subsequent discussion on poverty targets as well as antipoverty policy and institutional actions necessary to achieve the targets. The paper also sets the major targets and goal posts sketching a transition path for Bangladesh.

The I-PRSP lays out a broader vision for the future along with a medium-term economic strategy. The IMF staff considers that Bangladesh’s I-PRSP constitutes a cohesive policy framework to increase growth and reduce poverty. However, some weaknesses remain to be addressed in the transition to the full PRSP. It will be important to more sharply prioritize near-term policies in key sectors and antipoverty programs, and incorporate their cost into the medium-term budget framework.

Book excerpt: This book, aimed at postgraduate level students, analyzes government relationships with international financial institutions to evaluate the role of citizen participation in formulating national poverty reduction policies. Palash Kamruzzaman first explores the rhetoric of participation in development policies and goes on to examine how such citizen participation efforts were outlined in the Poverty Reduction Strategy Paper of Bangladesh, where local development brokers play an important economic role. Ultimately, he argues that participatory policies are not enough; we need an entire overhaul of poverty reduction thinking and enough political will—from citizens and politicians alike—to implement it.

Book excerpt: Executive Directors commend Bangladesh in addressing the major challenges to growth and poverty reduction. The strategy is comprehensive and confronts the key issues impeding sustainable development and inclusive growth in Bangladesh. Implementing sound macro-financial policies, intensifying revenue mobilization, improving the business environment, ensuring trade liberalization, and improving governance and accountability are top priorities. Actions should be sequenced according to these priorities. Severe external shocks could reignite macroeconomic pressures and undermine socioeconomic targets.

Available in PDF, EPUB and Kindle. Book excerpt: The rural economy in Bangladesh has powerfully advanced economic growth and substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh remain an underexplored, underappreciated, and largely untold story. Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take—given the residual poverty and persistent malnutrition—to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.
