Book excerpt: Urban and regional development in the Baltic States and other Central and Eastern European countries has experienced rapid changes since their re-independence at the beginning of the 1990s. Meanwhile, urban and regional planning institutions and organizational cultures in the Baltic States have only changed rather incrementally, despite various national and European pressures for reform. As a consequence, the effects of European cohesion and structural policy measures have been quite modest, and the ability of the planning systems in the Baltic states to manage contemporary trends in urban and regional development has become increasingly limited. This book focuses on these issues and tensions of spatial planning and development in the Baltic States and their distinctiveness compared to other European countries. It provides an overview of the historical and cultural context of spatial development, a discussion of the processes of Europeanization of spatial planning in the specific context of the Baltic States, and an analysis of whether these processes may be leading to policy convergence in the region. This book was published as a special issue of European Planning Studies.

Book excerpt: In several parts of the world, countries are undergoing economic, social, and political transitions, enhanced and accelerated by the forces of globalization. These transition economies can serve as laboratories for understanding the innovation process. This volume features original theoretical and empirical research. It offers the first comprehensive view of innovation system development in the context of small catching-up economies. Smallness, path dependency, and latecomer status of such economies create some inherent limitations for their innovation systems, but these special characteristics can offer advantages as well. For example, smallness is often related with increased flexibility and shorter reaction times, while latecomers can benefit from earlier experiences of their more advanced neighbors. Path-dependency highlights the fact that the innovation system development processes are considerably influenced by the past experience of a particular country or region. By incorporating these features into an integrated analysis, the authors address such questions as: · What special features characterize the innovation system development in small catching-up economies? · What are the causes for innovation success or failure? · How do organizational capabilities and internationalization tendencies relate to company level innovations? · What is the role of human capital and social factors in the innovation process? · How can various policies support innovation in an integrated manner? Drawing from research about Europe, Asia, and Latin America, the authors provide readers with a systemic view of the innovation system development in small catching-up economies. They discuss the unique features of this development and contribute to an in-depth understanding of various determinants and their impacts on the innovation process. The policy implications will offer a set of normative guidelines for enhancing innovation system development.

More than 100 indicators cover a wide range of areas: economy, agriculture, education, energy, environment, foreign aid, health and quality of life, industry, information and communications, population and labor force, trade and investment, taxation, public expenditure, and R&D. The focus of the 2009 edition is on inequalities in income, earnings, health, and education. Each indicator has a two-page spread: the left page provides a short introductory text followed by a detailed definition of the indicator, comments on comparability of the data, an assessment of related long-term trends, and a list of references for further information. The right page contains a table and a graph that provide--at a glance--the key message conveyed by the data. A dynamic link (StatLink) is provided for each table. It directs the user to a web page where the corresponding data are available in Excel(R) format.

Book excerpt: This book presents the legal and political factors determining international relations, including the processes of integration in all their complexity. The overall structure of the book, together with the composition of its separate chapters, allows for some general assumptions, identifying the main tendencies and placing them in a contemporary social context as well as establishing their relations with the practices of today. The content is a compendium of basic information and data related to the international processes which occur within specific formal, legal and political frames. The book is divided into five parts featuring not only deep historical context but most of all presenting current information and analyses of the last few years. Presented against the background and within the context of the Kingdom of Sweden’s political system and its international environment, the book brings into the foreground issues of particular importance for Sweden’s continuing European integration process and describes its response to the developments in the international situation.

Available in PDF, EPUB and Kindle. Book excerpt: The great financial crisis of 2008 and the ensuing global economic and financial turmoil have launched a search for "models" for recovery. The advocates of austerity present the Baltic States as countries that through discipline and sacrifice showed the way out of crisis. They have proposed the "Baltic model" of radical public sector cuts, wage reductions, labor market reforms and reductions in living standards for other troubled Eurozone countries to emulate. Yet, the reality of the Baltic "austerity fix" has been neither fully accepted by its peoples, nor is it fully a success. This book explains why and what are the real social and economic costs of the Baltic austerity model. We examine each of the Baltic States by connecting national level studies within a European and global political economy, thereby delivering comparative breadth that supersedes localized understandings of the crisis. Thus for each of the three Baltic states, individual chapters explore the different economic and social dimensions of neo-liberal post-communism and the subsequent wider global economic and financial crisis in which these newly financialized economies have found themselves especially vulnerable. The "austerity model" adopted by Baltic national governments in response to the crisis reveals the profound vulnerabilities created by their unwavering commitment to liberalized economies, not least in terms of the significant "exit" of their labor forces and consequent population loss. This book looks beyond basic financial metrics claiming a success story for the Baltic austerity model to reveal the damaging economic and social consequences, first of neo-liberal policies adopted during transition, and latterly of austerity measures based on "internal devaluation." Combined these policies undermine the possibility of longer-term recovery and even social and economic sustainability, not to mention prospects for successful integration in the now-faltering European project that has departed from its "Social Model" roots.
