Available in PDF, EPUB and Kindle. Book excerpt: During the 1990s, nowhere was the virus of militant ethnic nationalism more deadly than in the Balkans. America and its allies ultimately played an indispensable role stopping atrocities and creating conditions for sustainable peace; now, after a decade of extensive involvement, the international community is looking to wind down its commitment in the region. The Center for Preventive Action, a conflict prevention initiative of the Council on Foreign Relations, formed this Independent Task Force to develop tangible and practical recommendations to put the Balkan states irreversibly on the path toward integration with Europe, and to allow the international community to reduce its presence in an orderly fashion by 2010. The Task Force's key recommendations include: first, the European Union taking the lead on the Balkans, but with American leadership and partnership to ensure that U.S. interests -- particularly in the areas of military reform and the combating of organized politico-criminal syndicates that undermine regional and even global security -- are safeguarded; second, shifting the priorities of international and local actors toward the standards of the European Union and NATO accession plans, and using conditionality -- "carrots and sticks" -- by the international community to achieve its priorities; third, increasing investment and trade in the Balkans through banking-sector reform, privatization of state- or publicly owned corporations, private-sector development, and legislative and judicial action on property rights. The Task Force included senior experts on the Balkans and U.S. foreign policy from a cross-section of think tanks, government, the military, international organizations, academia, and the business community. Book excerpt: In the early 1990s, the Balkans was rocked by the collapse of communism and the violent breakup of Yugoslavia. Yet the last decade has seen Southeastern Europe transform into one of the most dynamic emerging markets in the world. In Search of the Balkan Recovery tracks Yugoslavia's political evolution from conflict to cooperation and the role of growing investment and trade opportunities in facilitating this recovery. Cviic and Sanfey read the history of Yugoslavia's violent disintegration against similar events in Bulgaria, Romania, and Albania. They critically examine the involvement of the international community and contrast it against the procrastination of European leaders and the more constructive "soft power" approach of the European Union, among other institutions. They also trace the recovery of Balkan economic prospects in recent years and argue that, despite our current economic crisis, the downturn in the region's economic well-being is likely to be temporary.

Book excerpt: With a new introduction by TRAIAN STOIANOVICH A monumental work of scholarship, The Balkans Since 1453 stands as one of the great accomplishments of European historiography. Long out of print, Stavrianos' opus both synthesizes the existing literature of Balkan studies since World War I and demonstrates the centrality of the Balkans to both European and world history, a centrality painfully apparent in recent years. At last, the cornerstone book for every student of Balkan history, culture and politics is now available once again.

Available in PDF, EPUB and Kindle. Book excerpt: Greece, 1940. In the port city of Salonika, with its wharves and brothels, dark alleys and Turkish mansions, a tense political drama is being played out. As Adolf Hitler plans to invade the Balkans, spies begin to circle—and Costa Zannis, a senior police official, must deal with them all. He is soon in the game, working to secure an escape route for fugitives from Nazi Berlin that is protected by German lawyers, Balkan detectives, and Hungarian gangsters—and hunted by the Gestapo. Meanwhile, as war threatens, the erotic life of the city grows passionate. For Zannis, that means a British expatriate who owns the local ballet academy, a woman from the dark side of Salonika society, and the wife of a shipping magnate. With extraordinary historical detail and a superb cast of characters, Spies of the Balkans is a stunning novel about a man who risks everything to fight back against the world’s evil.

Book excerpt: The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. Looking to the future and the implications for policy change, European Integration and Transformation in the Western Balkans provides a new theoretical and empirical focus on this little understood area. The book will be of interest to scholars and students of EU politics, comparative democratisation, post-communist transitions and Balkan area studies.

Book excerpt: This atlas provides a macro-regional overview of the areas that surround the European Union, from the Sahara to the Middle East, Western Balkans to European Russia, Turkey to the Arctic. Detailing key socio-economic data as well as developmental trends, the maps provide a comprehensive territorial analysis at a local scale and explore the potential for regional integration and cooperation. These pioneering maps examine challenges that threaten this wide, yet inter-connected, region, including environmental concerns in the North, political unrest in the East, social factors in the Western Balkans, and the upheaval in the Mediterranean since the Arab spring. Coverage investigates such key countries and areas as Libya, Israel, Palestine, Syria, and the Ukraine as well as explores such essential issues as Europe’s energy procurement. In addition, it also presents a comparison with other world regions such as East Asia and North America. In the end, readers discover that territorial integration faces many shortcomings, but that deep regional cooperation would be a key driver for the EU’s sustainable future. This atlas features the main results of the “Integrated Territorial Analysis of the Neighbourhoods” research project undertaken by ESPON (The European Observation Network for Territorial Development and Cohesion). It provides scholars; local authorities and NGOs involved in cross-border cooperation; companies interested in energy, agriculture, water, transportation and communication; and interested readers with key insights into this important region.

Book excerpt: The economies of the European countries are still in recession, the development process is at a standstill, companies are facing financial difficulties, and the EU’s monetary policy is tight and focused on lowering inflation. The fiscal problems and high debt levels of the northern European countries are of great importance, and they are the consequences of both the European economy’s structural characteristics and the EU’s policies. The economic area of Eastern Europe, the Balkans and the Black Sea countries is also vital, due to its special economic characteristics. The effects of the economic crisis on this particular area are catalytic, while the prospects for recovery are doubtful. The present book deals with the key aspects of the economic crisis in Europe, especially focusing on southeast Europe and the Balkans. The consequences of the crisis in these countries are analyzed and suggestions for how to address the crisis are outlined.
