The Balkans traditionally have been a source of instability and political turmoil. The superpower rivalry kept most of these conflicts in check. With the end of the Cold War, however, the Balkans have reemerged as a major source of international concern. The Yugoslav crisis highlights the weaknesses of current security institutions to deal with these threats. These weaknesses must be addressed if the European Union is to play a more effective diplomatic role in future dispute resolutions. It will also need to acquire the capacity to mount collective military action. NATO too needs to be restructured. NATO must transform itself from an alliance devoted to collective defense in the event of armed attack to one concerned with enhancing security in the broadest sense. Finally, the Balkan crisis underscores the need to rethink the role of the UN in managing regional crises. It would be better if regional organizations shouldered the main burden for crisis prevention or management in Europe, with the UN providing the legitimizing authority for the actions taken.

Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. Book excerpt: This thesis uses a comparative case study approach to examine how security cultures change under the impact of political shocks, and how that change affects political behavior and policy options. The thesis analyzes the security cultures of Germany and the United States as they evolved under the impact of the war in Bosnia-Herzegovina from 1992 to 1995. Using paired observations for controlled comparison, the author employs process tracing to examine the nature and quantity of change. The case studies demonstrate that security cultures influence the assessment of political situations, restrain policy objectives, and condition the range of issues to which political attention is devoted. Both cases reveal that security cultures affect the evaluation of policy options and the choices that are made. The German case study suggests that the option to use military force during the first years of the Bosnian war was simply rejected by leading elites as inappropriate, even taboo. The prevailing security culture in Germany derived from the experience of World War II and Federal Republic of Germany's political culture in the Cold War. The horrendous war atrocities in Bosnia after 1992 triggered a substantial change in German views on the use of force among both political elites and society as a whole. For the United States, on the other hand, the option of forceful and effective intervention in European affairs was at the outset simply not imagined by the George H. W. Bush administration, which adhered to the political status quo of an intact Yugoslavia and had strategic concerns about the dissolving Soviet Union and the Persian Gulf. This policy changed with the presidency of Bill Clinton. The security culture of the United States began to shift from abstention in the early 1990s to a more effective and intensive intervention in European affairs. Variables that affected perceptions of the war included personal visits to the war zone, refugees' testimonies, and the mass media.

Book excerpt: Focusing on four East European polities-Bosnia, Serbia, Bulgaria, and Romania--this book examines the dynamics and implications of processes of commercialization of security that have occurred following the collapse of communist regimes. These processes have been central to post-communist liberalization, and have profoundly shaped those states and their integration into European institutional structures and global economic and political circuits. They have also affected -- and been shaped by-- the behaviour and power of regional and global actors (e.g. European institutions, regional, and global corporations) in Eastern Europe. By virtue of the fact that they combine in complex ways local, national, regional, and global dynamics and actors, processes of security commercialization in the former Eastern bloc can be seen as instances of 'glocalization'. Several aspects of security commercialization are particularly important. To begin with, private actors --specifically private security companies (PSCs)-- have been reconstituted as partial agents of public power. As such, they have come to be systematically involved in performing security practices traditionally associated with the state. In addition, a potent commercial logic has come to permeate public security institutions. This has led to redefinition of the relationship between the state and its population in ways that defy conventional wisdom about the role of the state, and pose difficult normative challenges. More broadly, processes of security commercialization in Eastern Europe, which involve important performative dimensions, have led to the emergence of complex, hybrid networks of security providers that transcend domestic/international, public/private boundaries and behave, in many ways, as entrepreneurs.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

The new states and democracy in the region, which are fragile, are posed with many difficulties. Because of the very complicated history of the region, these difficulties are more evident. Nowadays the international community is continuing to play a great role in current stability. Because of that, I would like to share my opinion for the future of these contributions. Albania is one of the oldest countries in the Balkans. The new environment and the strategic position of Albania, have a great role for the future of the Balkan region. I see the Albanian role in the process as a stability factor, and in full accordance with the idea of international community for the region's stabilization. The sincere dialog and concrete cooperation, for all issues that the Balkan security need, are part of Albanian policy. To achieve the aim of this SRP, I will use, as much as I can, sources of literature (old and new), which are available in the library, Internet, and from my country. The magnificent experience of AWC will help me to see the problem clearly, from the strategic view.
