It includes data on vaccination histories, health outcomes, and characteristics of more than 7 million patients of eight participating health organizations. Researchers from CDC and the managed care groups have used VSD information to study whether health problems are associated with vaccinations. The subsequent VSD data sharing program was launched in 2002 to allow independent, external researchers access to information in the database. In this report, the committee that was asked to review aspects of this program recommends that two new oversight groups are needed to ensure that the policies and procedures of the VSD and its data sharing program are implemented as fairly and openly as possible.

The first section of the report provides a historical review of the development of and research on children's services. The second section presents three examples of how enlarging the frame of reference for studying children's services brings into question and shifts the terms of policy debate. Examples discussed are child care, services for youth (adolescent) development, and the costs and benefits of financing children's services. In the committee's view, the dozens of specialized perspectives now employed by researchers and service providers constitute an insufficient basis for the formation of a social policy. It is recommended that research on children's services, as well as the services themselves, adopt a holistic conceptualization of the child and investigate how children actually live and manage their lives. It is further recommended that present research and service provision be continued, but be redesigned, redirected, and reformed to provide greater affordable benefits to children. This report focuses on one part of the field of health services research--its work force and its programs for educating and training that work force. This study undertook the following information collection activities: (1) a survey of directors of health services research training programs in the United States and Canada; (2) creation of a database of health services researchers in the United States; and (3) telephone interviews or panel discussions with key individuals in state governments, managed care organizations, hospital systems, consulting firms, and other nonacademic organizations. One of the first findings was that existing data on the size and characteristics of the health services research work force are fragmentary and incomplete. Recommendations are made to update and extend the database created for this study, to survey those with doctorates in health services, and to investigate the career paths and productivity of those who receive trainee grants or fellowship awards. Findings on work force supply and demand, training programs, and the need for future health services research are also included. Appendices provide additional information on: the new database on the health services research work force, the survey of educational programs, and multistate life table methodology.
