Book excerpt: The main objective of these updated global guidelines is to offer health-based air quality guideline levels, expressed as long-term or short-term concentrations for six key air pollutants: PM2.5, PM10, ozone, nitrogen dioxide, sulfur dioxide and carbon monoxide. In addition, the guidelines provide interim targets to guide reduction efforts of these pollutants, as well as good practice statements for the management of certain types of PM (i.e., black carbon/elemental carbon, ultrafine particles, particles originating from sand and duststorms). These guidelines are not legally binding standards; however, they provide WHO Member States with an evidence-informed tool, which they can use to inform legislation and policy. Ultimately, the goal of these guidelines is to help reduce levels of air pollutants in order to decrease the enormous health burden resulting from the exposure to air pollution worldwide.

Book excerpt: The primary human activities that release carbon dioxide (CO2) into the atmosphere are the combustion of fossil fuels (coal, natural gas, and oil) to generate electricity, the provision of energy for transportation, and as a consequence of some industrial processes. Although aviation CO2 emissions only make up approximately 2.0 to 2.5 percent of total global annual CO2 emissions, research to reduce CO2 emissions is urgent because (1) such reductions may be legislated even as commercial air travel grows, (2) because it takes new technology a long time to propagate into and through the aviation fleet, and (3) because of the ongoing impact of global CO2 emissions. Commercial Aircraft Propulsion and Energy Systems Research develops a national research agenda for reducing CO2 emissions from commercial aviation. This report focuses on propulsion and energy technologies for reducing carbon emissions from large, commercial aircraftâ€" single-aisle and twin-aisle aircraft that carry 100 or more passengersâ€"because such aircraft account for more than 90 percent of global emissions from commercial aircraft. Moreover, while smaller aircraft also emit CO2, they make only a minor contribution to global emissions, and many technologies that reduce CO2 emissions for large aircraft also apply to smaller aircraft. As commercial aviation continues to grow in terms of revenue-passenger miles and cargo ton miles, CO2 emissions are expected to increase. To reduce the contribution of aviation to climate change, it is essential to improve the effectiveness of ongoing efforts to reduce emissions and initiate research into new approaches.

This book covers different kinds of air pollutants and radiative forcers and how they can be measured. It also mentions the situation of air pollutants in different continents and their regional impacts to human health, environment and economy as well as their link to extreme weather events. Book excerpt: Scientists and policy-makers alike are concerned that operation of a fleet of high-speed civil transport (HSCT) aircraft could significantly affect the global atmosphere. HSCT emissions may have a direct effect on the chemistry of the atmosphere, leading to changes in the distribution of ozone; they may also have indirect effects on ozone and on global climate through coupling with radiative and dynamical processes in the atmosphere. An assessment of the atmospheric impact of a fleet of HSCTs thus requires not only an understanding of the chemistry of the natural stratosphere and its possible perturbations by HSCT emissions, but also an understanding of the pathways for transport of HSCT emissions within the atmosphere, and the resulting temporal and spatial distribution of HSCT emissions. The results of NASA's Atmospheric Effects of Stratospheric Aircraft (AESA) project were summarized in a 1995 NASA assessment. The present report looks at that summary and at more recent work to evaluate the state of the science. AESA has made good progress in the past few years. Satellite and aircraft observations have elucidated important aspects of large-scale transport processes. Field campaigns have provided a much better picture of the relative importance, below 20 km altitude, of the major catalytic cycles for ozone destruction. Careful intercomparisons of assessment models have led to reduction of some of the differences among the models. However, a number of uncertainties and inconsistencies still remain.

Many new personal contacts were made which will help to strengthen future collaborations. In particular, the Lake Baikal area and the Limnological Institute offer splendid opportunities for environmental research which, in part, is already on going. For most participants it was the first time to see the impressive nature of the Lake Baikal region. Hopefully, there will be a chance for a follow-up event in Siberia where researchers from the East and West can again meet and engage in fruitful scientific dialogue. The book contains extended abstracts of the lectures and the poster presentations presented at the NATO ARW "Global Atmospheric Change and its Impact on Regional Air Quality" Irkutsk, Lake Baikal, Russian Federation, August 21-27, 2001. The ARW was composed of 22 oral presentations by key lecturers and 6 additional shorter oral presentations from participants. In a special poster session the 36 poster contributions were presented and discussed. Unfortunately not all contributors submitted extended abstracts, however, to compensate two contributions have been added from 2 participants who were originally invited but were unable to attend.

The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
