Book excerpt: Regional governments have a central role in the formalization process as they are in the most direct contact with native communities. Nonetheless, incomplete decentralization has led to inadequate budget and trained personnel. The Ministry of Economy and Finance should incorporate allocations for community titling procedures in the national budget. There are incongruities between the expectations of native communities and the scope of the regulations that formalize collective rights – especially those related to rights to resources, the implications of usufruct contracts and the differences in rights granted over lands classified as forest versus agriculture. The results show that investing in coordination and collaboration mechanisms has the potential to increase the effectiveness of implementation. This requires assigning budgets and promoting measures supporting information exchange and formal agreements to implement joint actions.

La legislación peruana protege a las mujeres y promueve la equidad en términos generales, pero no en las legislaciones específicas sobre tenencia de tierras o referida a comunidades nativas. Las entrevistas con funcionarios de gobierno a cargo de la formalización de la tierra en el Perú revelan un menor conocimiento de temas referidos al género en relación a otros funcionarios similares en Uganda, Indonesia y Nepal. Los resultados de la encuesta de hogares muestran diferencias de género importantes, en el uso y el manejo forestal, así como en la toma de decisiones. También en la percepción sobre la equidad de las normas, la seguridad de tenencia y los factores de inseguridad relacionados a los procesos de titulación. Para poder avanzar, es necesario promover el fortalecimiento de capacidades de las mujeres para que participen más en los procesos de titulación, así como una mayor sensibilización sobre género para que se incorporen las perspectivas de las mujeres. Además, capacitación y reflexión sobre género para el gobierno, las federaciones indígenas y las comunidades; al igual que una mayor articulación entre funcionarios gubernamentales y comunidades, con el respaldo de las ONG y las organizaciones y federaciones de mujeres.

Book excerpt: The document summarizes the report that, based on a review of more than 250 studies, demonstrates the importance and urgency of climate action to protect the forests of the indigenous and tribal territories of Latin America as well as the indigenous and tribal peoples who protect them. These territories contain about a third of the continent's forests. That's 14% of the carbon stored in tropical forests around the world; These territories are also home to an enormous diversity of wild fauna and flora and play a key role in stabilizing the local and regional climate. Based on an analysis of the approaches that have proven effective in recent decades, a set of investments and policies is proposed for adoption by climate funders and government decision-makers in collaboration with indigenous and tribal peoples. These measures are grouped into five main categories: i) strengthening of collective territorial rights; ii) compensate indigenous and tribal communities for the environmental services they provide; iii) facilitate community forest management; iv) revitalize traditional cultures and knowledge; and v) strengthen territorial governance and indigenous and tribal organizations. Preliminary analysis suggests that these investments could significantly reduce expected carbon emissions at a low cost, in addition to offering many other environmental and social benefits.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

The study reports that there has been a substantial increase in forest land under various types of CBF regimes over the past two decades. However, there has not been a systematic assessment of the extent and effectiveness of the various types of CBF regimes around the world. The report concludes that well-performing CBF has the potential to rapidly restore forests in ecological terms and scale up sustainable forest management to the national level, while improving the livelihoods of billions of the most marginalised people around the world. In doing so, CBF has the potential to contribute significantly to a range of Sustainable Development Goals, including SDG 15, supporting the sustainable management of natural resources, and SDG 1, reducing poverty.
