Education will see an extra £600 million to fund 100 more free schools, and £600 million for local authorities with the greatest demographic pressures. Housing support includes a new build indemnity scheme to increase the supply of affordable mortgage finance and a revised right to buy scheme. Fairness measures cover fuel duty, rail fares, a Youth Contract worth £940 million, and extending the offer of 15 hours free education and care a week for disadvantaged two year olds.

The Government will: increase the basic State Pension by 2.5 percent; create an HM Revenue & Customs unit dedicated to tackling offshore tax evasion; introduce of the UK's first General Anti-abuse Rule; develop significant new information disclosure and penalty powers; and close off tax loopholes. Lifetime allowances for pension contributions will be reduced.

Fundamental reforms will simplify the welfare system and make net savings of �7 billion a year. Social housing will be reformed and social care will receive an additional �2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.

The new Open Data Institute will have a role to improve evidence on economic and public service benefits of open data. Levels of public interest in the different types of information released vary. More than four-fifths of visitors to the Government website data.gov.uk leave the site immediately without accessing any further link. In some sectors, data that would better inform accountability or choice is either not held or not yet made available. The Government estimates that public data already contributes £16 billion annually to the UK economy. Despite announced new transparency commitments to stimulate additional economic growth, the ability to maximise economic growth from traded data is constrained by current arrangements to charge for data, and limited understanding of potential benefits.

Tax receipts are £5.1 billion lower but central government departments are expected to underspend by almost £11 billion this year. The Government has a more than 50 per cent chance of meetings its fiscal mandate. Other forecasts by the OBR include: the ILO unemployment rate to peak at 8.0 per cent in 2014 before falling back to 6.9 per cent in 2017. Real wage growth is expected to be negative in 2013, only marginally positive in 2014 before picking up to 2 per cent in 2016.
