Education will see an extra £600 million to fund 100 more free schools, and £600 million for local authorities with the greatest demographic pressures. Housing support includes a new build indemnity scheme to increase the supply of affordable mortgage finance and a revised right to buy scheme. Fairness measures cover fuel duty, rail fares, a Youth Contract worth £940 million, and extending the offer of 15 hours free education and care a week for disadvantaged two year olds.

Public Sector Net Borrowing is forecast to fall by 1.0 percent of GDP in 2012-13 and in subsequent years of the forecast. Public Sector Net Debt is expected to be 79.9 per cent of GDP in 2015-16 before falling to 77.3 per cent by 2017-18. This Statement sets out a further £6.6 billion package of savings in the spending review period, made up from welfare, Official Development Assistance (ODA) and departmental current spending. A £5.5 billion of additional infrastructure will be funded, including in new roads, science and free schools and academies. There will be a further 1 per cent cut in the main rate of corporation tax from April 2014, to 21 per cent and a significant temporary increase in the Annual Investment Allowance from £25,000 to £250, 000 for two years. A greater proportion of growth-related spending will be devolved to local areas and a Business Bank will be created to deploy £1 billion of additional capital and enable UK Export Finance to provide up to £1.5 billion in loans with a package of reforms to promote export. The Government will: increase the basic State Pension by 2.5 percent; create an HM Revenue & Customs unit dedicated to tackling offshore tax evasion; introduce of the UK's first General Anti-abuse Rule; develop significant new information disclosure and penalty powers; and close off tax loopholes. Lifetime allowances for pension contributions will be reduced.

However, government needs a better understanding of costs, benefits and use to assess whether transparency is meeting its objectives of increasing accountability, supporting service improvement and stimulating economic growth. The Government has significantly increased the amount and type of public sector information released. Twenty-three out of 25 commitments by central government, due by December 2011, had been met by that month. However, the assessment of value for money is underdeveloped. While the Cabinet Office has identified six types of potential benefits from open data, it is not yet using this framework to evaluate the success and value for money of its various transparency initiatives. The new Open Data Institute will have a role to improve evidence on economic and public service benefits of open data. Levels of public interest in the different types of information released vary. More than four-fifths of visitors to the Government website data.gov.uk leave the site immediately without accessing any further link. In some sectors, data that would better inform accountability or choice is either not held or not yet made available. The Government estimates that public data already contributes £16 billion annually to the UK economy. Despite announced new transparency commitments to stimulate additional economic growth, the ability to maximise economic growth from traded data is constrained by current arrangements to charge for data, and limited understanding of potential benefits.

The Government is to invest £60 million to establish a UK centre for aerodynamics and further support Network Rail to invest £130 million in the Northern Hub rail scheme. There will be consultation on simplifying Carbon Reduction Commitment energy efficiency scheme to support business. The measures outlined cover the areas of personal tax; corporate taxes; tax measures affecting property, pensions, charities; indirect taxes; tax reliefs; anti-avoidance; tax administration and supply side reform.

In doing so, governments have sought not only to shape expectations for electoral purposes but to construct broader narratives about how "the economy" should be understood. The starting point of this work is to ask why these goals have been focussed upon (and differentially over time), how they have been constructed to appeal to the population, and, insofar as this can be assessed, how far the population has accepted these narratives. The first half of the book analyses the development of the major narratives from the 1940s onwards, addressing the notion of "austerity" and its particular meaning in the 1940s; the rise of a narrative of 'economic decline from the late 1950s, and the subsequent attempts to "modernize" the economy; the attempts to "roll back the state" from the 1970s; the impact of ideas of "globalization" in the 1900s; and, finally, the way the crisis of 2008/9 onward was constructed as a problem of "debts and deficits". The second part of the book focuses on four key issues in attempts to "manage the people: productivity, the balance of payments, inflation, and unemployment. It shows how, in each case, governments sought to get the populace to understand these issues in a particular light, and shaped strategies to that end.

While the presentation of financial information is in a clearer, simpler format than previous years, the key performance indicators fail to show whether the DfT's policies are effective and, overall, the DfT's 2010-11 annual report gives a very thin account of the department's performance during the year. The Department must publish much more information about changes made to its budget within any given year. MPs noted that the DfT underspent on its budget in 2010-11 by more than the budget cuts made during the year. They recommend that the new rail schemes announced in the autumn statement be regarded as additional to those which the Government will agree to fund as part of planning for the 2014-19 rail spending period. Finally, the Committee repeats its call for the Department to publish a national transport strategy to explain what the Government aims to achieve by spending money on transport and how its policies support these aims.
