Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.

Book excerpt: In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Crisis has always been part of the discipline of international law. History indeed shows that international law has developed through reacting to previous experiences of crisis, reflecting an agreement on what it takes to avoid their repetition. However, human society evolves and challenges existing rules, structures, and agreements. International law is confronted with questions as to the suitability of the existing legal framework for new stages of development. Ulrich and Ziemele here bring together an expert group of scholars to address the question of how international law confronts crises today in terms of legal thought, rule-making, and rule-application. The editors have characterized international law and crisis discourse as one of a dialectical nature, and have grouped the articles contained in the volume under four main themes: security, immunities, sustainable development, and philosophical perspectives. Each theme pertains to an area of international law which at the present moment in time is subject to notable challenges and confrontations from developments in human society. The surprising general conclusion which emerges is that, by and large, the international legal system contains concepts, principles, rules, mechanisms and formats for addressing the various developments that may prima facie seem to challenge these very same elements of the system.
