Available in PDF, EPUB and Kindle. Book excerpt: This open access book deals with community-based attempts on the part of Aboriginal communities and groups in Australia to address harms arising from alcohol misuse. Alcohol-related harms are viewed as both a product of colonisation and dispossession and a contributor to ongoing social, economic and health-related disadvantage, both in Australia and in other countries with colonised Indigenous populations, such as Canada, the US and New Zealand. This book contributes to an evidence-base by bringing together a selection of existing Australian documents considered by the editors to have continuing relevance to all those concerned with dealing with alcohol-related harms among Aboriginal peoples, These are contextualised in original chapters that recount key events, ideas, and programs. The book is a practical resource for all people and groups concerned with addressing Aboriginal and Torres Strait Islander alcohol-related harms, both at the community level and at the level of policy-making and administration.

Book excerpt: This book presents a model for reforming and developing Indigenous related legislation and policy, not only in Australia, but also in other jurisdictions. The model provides guidance about how to seek, listen to and respond to the voices of Indigenous children and young people. The participation of Indigenous children and young people, when carried out in a culturally and age-appropriate way and based on free, prior and informed consent, is an invaluable resource capable of empowering children and young people and informing Indigenous related legislation and policy. This project contributes to the emerging field of robust, ethically sound, participatory research with Indigenous children and young people and proposes ways in which Australian and international legislators and policymakers can implement the principle of children’s participation by involving Aboriginal children and young people in the development of law and policy pertaining to their lives. This book provides accounts from Aboriginal children and young people detailing their views on how they can be involved in law and policy development in the future. It shows the latest state of knowledge on the topic and will be of interest to researchers, academics, policymakers, legislators, and students in the fields of human rights law, children’s rights, participation rights, Indigenous peoples’ law, and family, child and social welfare law.

Available in PDF, EPUB and Kindle. Book excerpt: A clear-eyed examination of how Australia should approach the complex security challenges at play in its maritime domain Security starts at home ... Australia has drawn closer to many of its Asia-Pacific neighbours in recent years, but 'when push comes to shove, it continues to look well beyond the oceans and regions that surround it to the distant horizons of Europe and North America for its ultimate security guarantee'. In Girt by Sea, international-relations experts Rebecca Strating and Joanne Wallis instead turn their gazes to Australia's near region, focusing on the six maritime domains central to its national interests: the north seas (the Timor, Arafura and Coral Seas and the Torres Strait), the Western Pacific, the South China Sea, the South Pacific, the Indian Ocean and the Southern Ocean. In so doing, they reimagine how Australia should understand its strategic challenges and find lasting security.

The historical basis of relations is described through the enduring, but constantly shifting questions of sovereignty, status and, more recently, self-determination.

Book excerpt: This book makes the legal and political case for Indigenous constitutional recognition through a constitutionally guaranteed First Nations voice, as advocated by the historic Uluru Statement from the Heart. It argues that a constitutional amendment to empower Indigenous peoples with a fairer say in laws and policies made about them and their rights, is both constitutionally congruent and politically achievable. A First Nations voice is deeply in keeping with the culture, design and philosophy of Australia's federal Constitution, as well as the long history of Indigenous advocacy for greater empowerment and self-determination in their affairs. Morris explores the historical, political, theoretical and international contexts underpinning the contemporary debate, before delving into the constitutional detail to craft a compelling case for change.

Book excerpt: Can the Australian state be restructured to empower Aboriginal and Torres Strait Islander peoples and ensure that their distinct voices are heard in the processes of government? This book provides an answer to that question for Australia and provides guidance for all states that claim jurisdiction and authority over the traditional lands of Indigenous peoples. By engaging directly with Indigenous peoples' nuanced and complex aspirations, this book presents a viable model for structural reform. It does so by adopting a distinctive and innovative approach: drawing on Indigenous scholarship globally it presents a coherent and compelling account of Indigenous peoples' political aspirations through the concept of sovereignty. It then articulates those themes into a set of criteria legible to Australia's system of governance. This original perspective produces a culturally informed metric to assess institutional mechanisms and processes designed to empower Indigenous peoples. Reflecting the Uluru Statement from the Heart's call for a First Nations Voice, the book applies the criteria to one specific institutional mechanism – Indigenous representative bodies. It analyses in detail the Aboriginal and Torres Strait Islander Commission and the Swedish Sámi Parliament, a representative body for the Indigenous people of Sweden. In examining the Sámi Parliament the book draws on a rich source of primary and secondary untranslated Swedish-language sources, resulting in the most comprehensive English language exploration of this unique institution. Highlighting the opportunities and challenges of Indigenous representative bodies, the book concludes by presenting a novel and informed model for structural reform in Australia that meets Indigenous aspirations.
