Available in PDF, EPUB and Kindle. Book excerpt: Australia and the United States have found themselves fighting common enemies on the battlefields of the world for over half a century. Australian ground forces have repeatedly stood shoulder-to-shoulder with American troops in conflicts from Korea and Vietnam to Afghanistan - and now in the 2003 Iraq war. This study looks closely at the key factors which, for over fifty years, have shaped, interpreted and applied the aims and aspirations of this mutual defence agreement to the real world of shifting threats, changing strategic balances and the democratic uncertainties of domestic politics. A departure from the current literature, the ANZUS alliance, now updated to take account of the new post 11 September 2001 realities, is presented as an accessible and concise survey of this often neglected but increasingly important trans-Pacific link between the American giant and its durable Australian ally. Suitable as supplementary reading at the 3rd year undergraduate and postgraduate levels of courses studying international relations generally, but also useful for those engaged with elements of global and regional security, and strategic defence analysis.

Available in PDF, EPUB and Kindle. Book excerpt: The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People's Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. Written by a joint US-Australia team, the volume is aimed at academics, analysts, students, and the security and business communities.

Book excerpt: Several key U.S. allies engage in security cooperation, albeit on a smaller scale than the United States. To see what the U.S. Air Force can learn from these efforts, the authors examined how and why three allies--Australia, France, and the United Kingdom--provide security cooperation and highlight three key areas that could benefit from further collaboration: staff talks, exercises, and training followed by exercises.

They conclude that this relationship will remain important and will be strengthened in some ways--interdependence will be central to Australian strategy--but they consider the building of large-scale American military bases in Australia unlikely. The challenge, they note, will be sustaining political support within Australian for this type of relationship.

Book excerpt: The Commonwealth of Australia and the United States are close allies under the ANZUS treaty. Australia evoked the treaty to offer assistance to the United States after the attacks of September 11, 2001, in which 22 Australians were among the dead. Australia was one of the first countries to commit troops to U.S. military operations in Afghanistan and Iraq. The Howard Government’s strong commitment to the United States in Afghanistan and Iraq and the recently negotiated bilateral Free Trade Agreement (FTA) between Australia and the United States have strengthened what were already close ties between the two long-term allies.

They act as guardians of locally adapted livestock breeds that can make use of even marginal environments under tough climatic conditions and therefore are a crucial resource for food security. But in addition, by sustaining animals on natural vegetation and as part of local ecosystems, these communities also make a significant contribution to the conservation of wild biodiversity and of cultural landscapes. This publication provides a glimpse into the often intricate knowledge systems that pastoralists and smallholder farmers have developed for the management of their breeds in specific production systems and it also describes the multitude of threats and challenges these often marginalized communities have to cope with.

Book excerpt: With the generous financial and administrative assistance of the U.S. Army War College, Dickinson College, the Australian National University, and the Griffith University Asia Institute, a series of professional conferences was organized in Carlisle, Pennsylvania, and Washington, DC, on the U.S. side, and in Brisbane and Canberra on the Australian side. A team of American and Australian experts came together in all four locations to discuss issues relating to foreign policy, economics and business, domestic politics and public opinion, and security and defense affairs. The U.S. Army War College also enriched our discussions with panels in Carlisle and Canberra relating to the Global War on Terror. This volume is designed to summarize the major findings our our fruitful collaboration over the last year.

Available in PDF, EPUB and Kindle. Book excerpt: Like the U.S. Air Force, many U.S. allies work with partner countries on security matters, sometimes even with the same partners, but on a smaller scale. But how, where, and why do these allies engage the same countries? Would working together in particular areas be worthwhile or viable and can specific lessons be learned from their experiences, for example, in the areas of planning, resourcing and assessments? This report explores these questions by examining both the positive aspects and the challenges of the security cooperation approaches of three U.S. allies, Australia, France, and the United Kingdom. These three capable allies are experienced in working with civilian counterparts and benefit from higher-level departmental guidance. They generally do so with relatively small budgets, leading them to learn to economize, pool resources, and take advantage of joint and interagency planning. These strategies can inform current U.S. thinking on security cooperation. They also suggest venues for further collaboration between allies, particularly in the three key areas of staff talks, exercises, and training followed by exercises --

Book excerpt: This military study looks at the forward deployment of American naval forces to Australia. Per the 2006 Quadrennial Defense Review (QDR), the U.S. Navy intends to increase its presence in the Pacific Ocean. Unfortunately, the size of the Pacific means that U.S-based ships spend a smaller proportion of each deployment available in theater. Forward-Deployed Naval Forces (FDNF) represent an attractive alternative, but current overseas bases cannot easily accommodate more ships. Australia, a strong U.S. ally in the heart of the theater, offers a number of potential advantages including numerous suitable ports, an educated English-speaking population, and the opportunity for strengthening diplomatic ties and military interoperability. Calculations of transit times and distances reveals potential savings in both transit costs and ship constructions (FDNF can "do more with less") that might repay the required initial investment in basing. Other possible benefits of increasing the FDNF footprint include reassurance of regional allies, a counter-balance to growing Chinese influence, and a chilling effect on terrorism, piracy, and drug trafficking. Potential drawbacks include initial investment requirements, an Australian backlash against the alliance, or a perceived threat to Chinese or North Korean interests. Nevertheless, Australia, America, and other Pacific Rim nations might accept, and could benefit from, such basing. Out from the shadow of the Cold War, most Pacific Rim nations are reassessing their defense postures. Among the closest of U.S. allies, Australia shares a number of concerns about potential change in the western Pacific balance. Thus the two countries look to their own cooperative defense relationship for hedges against an uncertain future. The author suggests guiding principles and practicable approaches that take careful account of the interests of both nations.
