The book's approach to the population question begins with a broad analysis of Australia's wellbeing. A decline in the quality of life for many Australians, growing inequality and conflict suggest that Australia is overpopulated. Population size, however, does not explain Australia's problems. These are considered in the following chapters in the context of the shortcomings of Australia's democracy; the costs of maldevelopment in the distribution of the population; the mismanagement of resources; and the level of foreign ownership. The book then focuses on the changing external milieux and Australia's engagement with Asia. This analysis provides an understanding of building pressures for Australia to accept more migrants as well as the desirability for migration to promote Australia's integration with its Asian neighbours. In the last two chapters, the book examines the main domestic forces at work for a bigger or smaller population. It argues that Australia should be more generous and accept many more people than it presently does. Australia has room for many more people. Population distribution, however, is a critical issue in Australia's quest for a better future and population growth needs to be diverted away from the eastern seaboard and the main cities of Melbourne and Sydney to regional Australia. The book makes a case for population growth in coastal cities as part of northern Australia's regional development.

While state authorities decry such facilitation as “people smuggling” and push for its criminalisation, the book’s focal points are the need for unsanctioned passages for people seeking asylum and the detrimental consequences of the criminalisation of “people smuggling” for both the facilitators and the people seeking asylum. Drawing on court verdicts and interviews with convicted facilitators and law enforcement officials in Indonesia, this book provides a unique and holistic picture of the causes, conditions, procedures and intricacies surrounding the facilitation of irregularised maritime journeys between Indonesia and Australia covering almost four decades. It scrutinises the micro-level operational and place-specific characteristics of people smuggling and the consequences of anti-people-smuggling policies in Indonesia and relates those consequences to changes in the macroenvironment, which include relevant legal, political, social and economic factors that determine the overarching conditions of irregularised mobility. Compared to other states in the Global North, Australia has claimed to be more “successful” with its comprehensive approach to eliminate unsanctioned migration at sea by combining punitive, communicative–reventive and interceptive measures. This book challenges key achievements and objectives in regard to criminalising the facilitation of irregularised migration by foregrounding the many negative side effects that have emanated from “stopping the boats”. Policy areas addressed include agriculture, water, education, welfare and population, natural resource management, resource extraction, Indigenous and affairs, localism, rural research and regional innovation, Youth Affairs and the devolution of regional governance. Overall two distinct policy strategies can be observed: one wherein the government saw its role as part of the entrepreneurial state and a sector wherein government has increasingly taken itself out of industry development, leaving this role to the market. Having considered these strategies and their impacts, the book concludes that policy over the past 40 years has not in fact contributed to a more vibrant, prosperous rural and regional Australia. Rural and Regional Futures concludes with several chapters looking to the future. One chapter explores what the role of the state can be within a social market economy while the final chapter gives consideration to the initial steps rural communities will need to take to begin the process of revitalisation. While these materials present as a case study of developments in Australia, the policy shift from the Government as entrepreneur to a focus on markets is an international one and as such, the insights offered by this book will have wide appeal.
