Book excerpt: A oferta de leite no Brasil é reduzida, em termos agregados, e insuficiente para o abastecimento normal do mercado interno, fazendo com que o governo mantenha o equilibrio do mercado ao nível de preço tabelado com importações nas entressafras. E de interesse, portanto, incrementar a produção, mas deve-se observar que os aumentos necessários em volume de produção terão maior sentido econmico se acompanhados de ganhos em produtividade. Diversos estudos mostram que a atividade não é bem conduzida e, expandir a oferta do produto com aumentos nos índices de produtividade dos fatores, significa deslocar para a direita e/ou para baixo, toda a estrutura de custo das empresas. É preciso considerar, porém, que as estações do ano sugerem aos produtores a utilização de pelo menos duas tecnologias diferentes: uma para a seca e outra para as águas. São, portanto, objetivos deste trabalho: estimar as funções de produção para cada período, verificar as diferenças entre os processos em cada estação e aferir a eficiência no uso dos recursos no setor. Para ajustamento das equações, utilizaram-se dados de 65 propriedades da Zona da Mata de Minas Gerais, cobrindo o período de novembro/77 a outubro/78, e o método de mínimos quadrados ordinários. Da análise dos dados e das funções obtidas, surgiram os seguintes principais resultados e conclusões: (a) foram dectadas diferenças entre os processos de produção adotadas na seca e nas águas; (b) a estacionalidade de produção e bem menor do que se supõe, uma vez que as medias de produtividade das vacas em lactação (4,5 litros/dia na seca e 5,0 litros/dia nas águas) não são estatísticamente diferentes; (c) no período da seca,as variáveis mais relevantes para a produção foram o número médio de vacas em lactação, silagem e grau de sangue; (d) destas variáveis, a primeira apresentou coeficiente de elasticidade muito alto (0,8650), indicando, provávelmente, a característica de criação dos rebanho em regime de meia estabulação; (e) o coeficiente de elasticidade do fator grau de sangue (0,2236) indica a importância do aprimoramento das raças na produção de leite; (f) o baixo valor dos coeficientes de regressão dos fatores silagem e concentrado estaria indicando a baixa qualidade desses fatores, embora importantes para a produção; (g) no período das águas, os fatores mais significativos para a produção foram o número médio de vacas em lactação, grau de sangue, concentrado, gastos com sanidade e minerais; (h) o coeficiente de elasticidade de produção do fator número médio de vacas em lactação foi igual a 0,8445 e está variável, também neste período, está fortemente correlacionada com a produção; (i) quanto a variável...
