Available in PDF, EPUB and Kindle. Book excerpt: Decision making about energy has come to epitomize a larger struggle taking place in U.S. society--a struggle for control over individual destiny, economic resources, and the shaping of society itself. A host of ideologies has been spawned, new federalism and new populism among them. Many activist groups argue that making decisions about resources can be a first step in helping people gain control of their lives. Focusing on the issues surrounding the control of energy and discussing the limitations and advantages of dealing with the energy problem at the local level, the author examines the proposition that granting control over decision making to cities, states, or regions rather than to the federal government can positively affect public confidence, as well as result in more efficient energy planning. Mr. Cose discusses the various interpretations of decentralization; the relationship between decentralization and small-scale technologies; the overlapping and opposing interests of governments, consumers, and corporations; and the extent to which local governments and political structures are prepared to deal with an issue that is traditionally outside of their sphere. The author supports his analysis by looking at specific municipal governments and their attempts, successes, and failures to respond to the energy crisis. He also analyzes the particular problems of community projects. Throughout the book he comments on the effect that Reagan administration policies have had on decision making about energy at all levels of government nationwide.

Book excerpt: Planning for sustainability is the defining challenge of the 21st century. More than any other single endeavor, it confronts the critical perils to our future, from energy shortages and environmental stress to climate shifts and population surges. That's the argument of a forward-looking new report from the American Planning Association. In plain language, authors David R. Godschalk, FAICP, and William R. Anderson, FAICP, show how cities, towns, and regions can work together to meet the challenge. These leading planners put forward eight principles for developing comprehensive plans that address today's needs without compromising the needs of the next generation. Case studies demonstrate sustainability planning at work in cities including Seattle and San Diego and smaller communities like Keene, New Hampshire, and Union County, Pennsylvania. Sustaining Places gives planners, local officials, and involved citizens a practical framework for understanding today's concerns and a roadmap for moving toward a better future. The report culminates the American Planning Association's multiyear, multifaceted Sustaining Places Initiative.

Available in PDF, EPUB and Kindle. Book excerpt: The statesman and reformer James Oglethorpe was a significant figure in the philosophical and political landscape of eighteenth-century British America. His social contributions—all informed by Enlightenment ideals—included prison reform, the founding of the Georgia Colony on behalf of the "worthy poor," and stirring the founders of the abolitionist movement. He also developed the famous ward design for the city of Savannah, a design that became one of the most important planning innovations in American history. Multilayered and connecting the urban core to peripheral garden and farm lots, the Oglethorpe Plan was intended by its author to both exhibit and foster his utopian ideas of agrarian equality. In his new book, the professional planner Thomas D. Wilson reconsiders the Oglethorpe Plan, revealing that Oglethorpe was a more dynamic force in urban planning than has generally been supposed. In essence, claims Wilson, the Oglethorpe Plan offers a portrait of the Enlightenment, and embodies all of the major themes of that era, including science, humanism, and secularism. The vibrancy of the ideas behind its conception invites an exploration of the plan's enduring qualities. In addition to surveying historical context and intellectual origins, this book aims to rescue Oglethorpe’s work from its relegation to the status of a living museum in a revered historic district, and to demonstrate instead how modern-day town planners might employ its principles. Unique in its exclusive focus on the topic and written in a clear and readable style, The Oglethorpe Plan explores this design as a bridge between New Urbanism and other more naturally evolving and socially engaged modes of urban development.
