Book excerpt: K.S.A. 1979 Supp. 16a-2-302 prescribes the method by which applicants for the status of supervised lenders shall be assessed investigation and license fees. Investigation fees are intended to cover expenses incurred by the Consumer Credit Commissioner in examining the financial responsibility, character and fitness of the applicant, and accordingly do not depend on the number of the applicant's business locations. License fees, however, are paid for each license held, with such licenses required for each place of business operated by the applicant. As such licenses are nontransferrable and nonassignable, new ones are required whenever the identity of the person operating under such licenses changes. Likewise, new investigation fees must be assessed if additional inquiries into the financial responsibility, character and fitness of the new applicant are needed. The county also is responsible for paying the expenses attendant upon remodelling of rooms provided to the court by the City of Chanute, pursuant to its statutory duty, except that where the remodelling is undertaken as a necessary incident to providing space to the court, the costs thereof shall be borne by Chanute. In addition, Chanute's duty to provide rooms for use by the court sitting at Chanute includes the obligation to provide rooms to personnel performing probation and parole functions of the district court.

Book excerpt: A change in a city's classification from second class to first class does not, ip̲s̲o̲ f̲a̲c̲t̲o̲, permit the city to issue bonds to the extent of higher limits of bonded indebtedness allowed for first class cities in K.S.A. 12-681. Absent voter approval of the issuance of bonds to the extent of said higher limits, as required by K.S.A. 12-682, the city is bound by the lower limits originally approved by the city's electors. Even though K.S.A. 12-681 and 12-682 are not uniformly applicable to all cities, a city may not by charter ordinance exempt itself from K.S.A. 12-682, because it is part of an "enactment prescribing limits of indebtedness" and, therefore, is not subject to change under the Home Rule Amendment.
