Book excerpt: Until the mid-1980s, the US Army lacked a dedicated mounted special operations capability. Recognizing that traditionally dismounted Special Forces operations in desert environments were unrealistic, the 1st Special Operations Command and the 5th Special Forces Group (SFG) authorized the formation of two elements in 1984 in order to develop mounted doctrine and operational techniques. Elements of Company A, 1st Battalion, 5th SFG, moved to Fort Bliss, Texas, and, in the autumn of 1986, began to fulfil this mission.Early detachments were equipped with M880 trucks and M151 jeeps. Later, they appraised, evaluated, and accepted the high-mobility multipurpose wheeled vehicle (HMMWV) as the interim desert mobility vehicle. In October 1987, A 1/5th SFG produced a summary of the lessons learned between 1985 and 1987. The initial intent of the compendium was to provide a reference for the training and employment of mounted SF detachments within 5th SFG. Standard operating procedures (SOPs) and lessons learned from both 3rd SFG and 5th SFG were incorporated, and procedures for new or improved equipment were added. Although many of the tactical principles remained essentially unchanged, revisions were necessary to account for equipment updates, such as the new ground mobility vehicle (GMV) and Global Positioning System (GPS) devices. This ATP encompasses the tactics, techniques, procedures, and lessons learned by personnel at Fort Bliss, Fort Campbell, Fort Bragg, and overseas, as well as data extracted from Operations DESERT SHIELD, DESERT STORM, RESTORE HOPE, PROVIDE DEMOCRACY, ENDURING FREEDOM, and IRAQI FREEDOM.This ATP is designed primarily to serve as a reference for the training and employment of mounted SF detachments operating in desert terrain during long-term, unassisted operations; however, the information in this ATP may also be applied to any SF long-range vehicular operation. As with all doctrinal manuals, ATP 3-18.14 is authoritative but not directive. It serves as a guide and does not preclude SF units from developing their own SOPs to meet their needs.

The acronym ARSOF represents Special Forces (SF), Rangers, Special Operations Aviation (SOA), Psychological Operations (PSYOP), and Civil Affairs (CA)-all supported by the Sustainment Brigade (Special Operations) (Airborne) (SB[SO][A]). PURPOSE FM: 3-05 describes the ARSOF strategic landscape, fundamentals, core tasks, capabilities, and sustainment involved in the full range of military operations. This manual serves as the doctrinal foundation for subordinate ARSOF doctrine, force integration, materiel acquisition, professional education, and individual and unit training. This manual is the keystone for the entire family of current and proposed ARSOF manuals (Figure Preface-1, page vi). SCOPE This manual describes the principles, fundamentals, guidelines, and conceptual framework to facilitate interoperability and the doctrinal foundation for the development of subsequent tactics, techniques, and procedures (TTP); doctrine; and training literature. This Army keystone manual complements and is consistent with joint and Army doctrine. It provides the linkage from joint special operations (SO) and Army doctrine to ARSOF doctrine; therefore, great effort has been made to integrate joint and Army concepts and terminology into this manual. ARSOF are routinely committed to operational missions across the full range of military operations. APPLICABILITY: FM 3-05 provides the joint and land component force commander and his staff a broad understanding of ARSOF. This manual also provides guidance for ARSOF commanders who determine the force structure, budget, training, materiel, and operational requirements necessary to prepare ARSOF to conduct their core tasks. This Service doctrine is consistent with joint doctrine. This publication applies to the Active Army, Army National Guard (ARNG)/Army National Guard of the United States, and United States Army Reserve (USAR) unless otherwise stated. ADMINISTRATIVE INFORMATION: This manual is unclassified to ensure Armywide dissemination and to facilitate the integration of ARSOF in the preparation and execution of campaigns and major operations. Unless this publication states otherwise, masculine nouns and pronouns do not refer exclusively to men. The proponent of this manual is the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS). Submit comments and recommended changes to Commander, USAJFKSWCS, ATTN: AOJK-DTD-JA, Fort Bragg, NC 28310-5000, or by e-mail to [email protected].

Colonel Grau, the editor and translator, has added his own commentary to produce a useful guide for commanders to meet the challenges of this kind of war and to help keep his fellow soldiers alive. This book will also be of interest to the historian and general reader, who will discover that advances in technology have had little impact on this kind of war, and that many of the same tactics the British Army used on the Northwest Frontier still apply today.

Book excerpt: "At the height of the U.S. Navy's involvement in the Vietnam War, the Navy's coastal and riverine forces included more than 30,000 Sailors and over 350 patrol vessels ranging in size from riverboats to destroyers. These forces developed the most extensive maritime blockade in modern naval history and fought pitched battles against Viet Cong units in the Mekong Delta and elsewhere. War in the Shallows explores the operations of the Navy's three inshore task forces from 1965 to 1968. It also delves into other themes such as basing, technology, tactics, and command and control. Finally, using oral history interviews, it reconstructs deckplate life in South Vietnam, focusing in particular on combat waged by ordinary Sailors. Vietnam was the bloodiest war in recent naval history and War in the Shallows strives above all else to provide insight into the men who fought it and honor their service and sacrifice"--Publisher description

Book excerpt: The U.S. Department of Defense (DoD) aims to improve mission effectiveness and efficiency. In support of this effort, the Office of the Secretary of Defense asked the National Defense Research Institute (NDRI), a federally funded research and development center operated by the RAND Corporation, to construct a baseline of the DoD's government acquisition and procurement functions, including a functional decomposition and estimate of the cost of executing the government portion of the DoD's acquisition enterprise. NDRI researchers estimated these costs at between $29 billion and $38 billion in fiscal year 2017 dollars. To gain perspective on these costs, NDRI researchers identified commercial benchmarks for the amount of program management levels. As a percentage of DoD contracting obligations, NDRI researchers estimated the DoD's program management portion of these costs at about 1.5 percent in the last few years, which is below industry benchmarks of 2-15 percent.

Book excerpt: This report is an outgrowth of the questions raised in the fall of 1980 and spring of 1981 about the conduct of air operations in the war between Iran and Iraq. Unlike previous Middle Eastern wars, this one had continued over a protracted period while we in the United States and in the US Air Force had been able to observe it only from a distance. As the war haltingly progressed, we began to have a fair picture of what was going on in the air war, though our information was far from complete or detailed. The sketchy picture that emerged, however, seemed to indicate that combatants were using their airpower assets in way contrary to our expectations. Most notably, it seemed that both sides seemed content not to use their airpower and relied instead on ground forces for most combat operations. This report examines the air war between Iran and Iraq, but rather than attempt simply to lay out what happened in the war, it attempts to discern why Iran and Iraq used their airpower as they did. The results of this study do not call into question any basic US Air Force airpower approaches, but they do highlight significant considerations that affect the use of airpower by Third World nations.
