Book excerpt: This volume, the third in the official history of the Atomic Energy Commission, makes sizable contributions in several areas, including the Eisenhower presidency. During the years in which work on the book has moved forward, that presidency has been one of historiographical frontiers, an area of exciting explorations and new developments. A "revisionism" has emerged to challenge a conception that had taken shape earlier and was quite negative in its appraisal of Eisenhower. Some findings of the revisionists now seem quite firmly established, but the new interpretation has not swept the field. Challenges to it have also appeared. A volume focusing on nuclear energy cannot make contributions to all aspects of the controversy over President Eisenhower, but this book can and does have much to say about some main features of the debate. In the process, the book illustrates, as did the earlier volumes in the series, how very good "official history" can be.This book on the Atomic Energy Commission is not a narrow history of a government agency. Dealing with the AEC during the period when issues concerning nuclear weapons and nuclear power emerged as large public concerns, the volume ranges well beyond the commission. Much of the work deals with Eisenhower. While nuclear devastation threatened all nations, Eisenhower believed only nuclear preparedness offered protection; while nuclear weapons loomed as the ultimate war cloud, nuclear power offered progress and hope. In this thought-provoking consideration of Eisenhower's speech and others leading up to it, Ira Chernus views the "Atoms for Peace" speech, presented to the General Assembly of the United Nations, not merely as a legitimation of American foreign policy but as itself an act of policy. Indeed, he frames the policy in a new interpretation of Eisenhower's broad discursive goal, which he calls "apocalypse management," a plan to allow the United States to manage threats and crises around the world. Eisenhower in the creation of a new nuclear creed for the United States during the Cold War. The author centers the narrative on Eisenhower, the man, the general, and the president, with specific focus on his intellectual and political understanding of nuclear technology in general and nuclear weapons in particular. Abolishing the Taboo presents an analysis of Eisenhower's thinking about nuclear weapons since 1945 as well as a survey of nuclear developments from 1953-1961. With heavy reliance upon archival research at the Eisenhower Presidential Library in Abilene, Kansas as well as published works by Eisenhower and his confidants, Abolishing the Taboo evidences how Dwight D. Eisenhower came to believe that nuclear weapons and nuclear technology were permissible and desirable assets to help protect U.S. national security against the threat of international communism. Through an analysis of Eisenhower's words and actions, Jones shows how and why Eisenhower sought to make nuclear weapons as available, useful, and ordinary for purposes of national security as other revolutionary military technology from the past, such as the tank. Jones describes Eisenhower's assessment of the role and value of nuclear technology as profound, sincere, and pragmatic, but also simplistic, uneven, and perilous and explains that Eisenhower consistently advanced his view that strength through nuclear technology was possible, necessary, and sustainable. Abolishing the Taboo shows how Eisenhower sought to reverse the perception that nuclear weapons were inherently dangerous by advocating steadily and consistently for the proper and acceptable use of nuclear technology to contribute to the safety of the republic. The president conceived policies such as the New Look, massive retaliation, Project Plowshare, and Atoms for Peace in part to convince the American public and the international community of the U.S.'s genuine desire for peace as Eisenhower simultaneously entrenched atomic and thermonuclear weapons into the American national conscience, according to the author. Jones concludes that Eisenhower, more than any other single figure, expanded the role played by nuclear technology in American life and became the primary architect of the new American nuclear creed that made nuclear weapons and nuclear technology ordinary, abundant, and indispensable to U.S. national security in the postwar period.

Book excerpt: In a vitally important book for anyone interested in nuclear proliferation, defense strategy, or international security, Matthew Kroenig points out that nearly every country with a nuclear weapons arsenal received substantial help at some point from a more advanced nuclear state. Why do some countries help others to develop nuclear weapons? Many analysts assume that nuclear transfers are driven by economic considerations. States in dire economic need, they suggest, export sensitive nuclear materials and technology—and ignore the security risk—in a desperate search for hard currency. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves. In Exporting the Bomb, Kroenig examines the most important historical cases, including France's nuclear assistance to Israel in the 1950s and 1960s; the Soviet Union's sensitive transfers to China from 1958 to 1960; China's nuclear aid to Pakistan in the 1980s; and Pakistan's recent technology transfers, with the help of "rogue" scientist A. Q. Khan, from 1987 to 2002. Understanding why states provide sensitive nuclear assistance not only adds to our knowledge of international politics but also aids in international efforts to control the spread of nuclear weapons.

In contrast to much recent scholarship, this study concludes that Eisenhower strongly desired to reach an accord with the Soviet Union and the United Kingdom to cease nuclear weapons testing. For Eisenhower, a test ban would ease Cold War tensions, slow the nuclear arms race, and build confidence toward disarmament; however, he faced continual resistance from his early scientific advisers, most notably Lewis L. Strauss and Edward Teller. Extensive research into previously unavailable government archival sources and collections of private manuscripts reveals the manipulative acts of test-ban opponents and other factors that inhibited Eisenhower s actions throughout his presidency. Meticulously analyzed, these sources underscore Eisenhower's dependence on the counsel of his science advisors, such as Strauss, James R. Killian, and George B. Kistiakowsky, to determine the course he pursued in regard to several components of his national security strategy. In addition to its comprehensive analysis of the test-ban debate, this book makes important contributions to the scholarly literature assessing Eisenhower's leadership and his approach to arms control.
