Book excerpt: Safeguards play a key role in verifying the effectiveness of restraints on the spread of nuclear weapons. Originally published in 1985, this book is a study of the safeguards system of the International Atomic Energy Agency, an important element of the non-proliferation regime. It breaks new ground by focusing on the politics of safeguards, especially the political problems of the IAEA and of the day-to-day application of safeguards. It contains a critical appraisal and proposals for ways of improving existing procedures, and of adapting them to the political and technological changes of recent years. Safeguarding the Atom gives an analysis of the following questions: What are IAEA safeguards and how do they work? How effective are they? How can they be reinforced? What sanctions can be imposed in the event of non-compliance? IAEA safeguards represent the world's first and so far only attempt to verify an arms control agreement by systematic on-site inspection, and their applicability to other arms control measures is examined.

Book excerpt: From the dawn of the nuclear age, nuclear power has been recognized as a 'dual-use' technology. The same nuclear reactions that give bombs the destructive force of many thousands of tons of high explosive can, when harnessed in a controlled fashion, produce energy for peaceful purposes. The challenge for the international nuclear nonproliferation regime-the collection of policies, treaties, and institutions intended to stem the spread of nuclear weapons-is to prevent nuclear proliferation while at the same time permitting nuclear energy's peaceful applications to be realized. One of the key institutions involved in meeting these two objectives is the International Atomic Energy Agency (IAEA), an international organization created in 1957 as a direct outgrowth of president Eisenhower's 'Atoms for Peace' program. The IAEA Statute, which creates the legal framework for the agency, charges it to 'accelerate and enlarge the contribution of atomic energy to peace, health, and prosperity throughout the world.' At the same time, it gives the agency the authority to enter into so-called safeguards agreements with individual nations or groups of nations to ensure that nuclear materials, equipment, or facilities are not used to produce nuclear weapons. The IAEA's mission and its safeguards responsibilities were extended with the enactment in 1970 of the Treaty on the Non-Proliferation of Nuclear Weapons (also known as the Non-Proliferation Treaty, or NPT). The Treaty requires non-nuclear-weapon states that are parties to the accord to enter into safeguards agreements with the IAEA covering all nuclear materials on their territory (e.g., uranium and plutonium, whether in forms directly usable for weapons or forms that require additional processing before becoming usable in weapons).

Book excerpt: The Oscar-shortlisted documentary Command and Control, directed by Robert Kenner, finds its origins in Eric Schlosser's book and continues to explore the little-known history of the management and safety concerns of America's nuclear aresenal. “A devastatingly lucid and detailed new history of nuclear weapons in the U.S. Fascinating.” —Lev Grossman, TIME Magazine “Perilous and gripping . . . Schlosser skillfully weaves together an engrossing account of both the science and the politics of nuclear weapons safety.” —San Francisco Chronicle A myth-shattering exposé of America’s nuclear weapons Famed investigative journalist Eric Schlosser digs deep to uncover secrets about the management of America’s nuclear arsenal. A groundbreaking account of accidents, near misses, extraordinary heroism, and technological breakthroughs, Command and Control explores the dilemma that has existed since the dawn of the nuclear age: How do you deploy weapons of mass destruction without being destroyed by them? That question has never been resolved—and Schlosser reveals how the combination of human fallibility and technological complexity still poses a grave risk to mankind. While the harms of global warming increasingly dominate the news, the equally dangerous yet more immediate threat of nuclear weapons has been largely forgotten. Written with the vibrancy of a first-rate thriller, Command and Control interweaves the minute-by-minute story of an accident at a nuclear missile silo in rural Arkansas with a historical narrative that spans more than fifty years. It depicts the urgent effort by American scientists, policy makers, and military officers to ensure that nuclear weapons can’t be stolen, sabotaged, used without permission, or detonated inadvertently. Schlosser also looks at the Cold War from a new perspective, offering history from the ground up, telling the stories of bomber pilots, missile commanders, maintenance crews, and other ordinary servicemen who risked their lives to avert a nuclear holocaust. At the heart of the book lies the struggle, amid the rolling hills and small farms of Damascus, Arkansas, to prevent the explosion of a ballistic missile carrying the most powerful nuclear warhead ever built by the United States. Drawing on recently declassified documents and interviews with people who designed and routinely handled nuclear weapons, Command and Control takes readers into a terrifying but fascinating world that, until now, has been largely hidden from view. Through the details of a single accident, Schlosser illustrates how an unlikely event can become unavoidable, how small risks can have terrible consequences, and how the most brilliant minds in the nation can only provide us with an illusion of control. Audacious, gripping, and unforgettable, Command and Control is a tour de force of investigative journalism, an eye-opening look at the dangers of America’s nuclear age.

Available in PDF, EPUB and Kindle. Book excerpt: The role of organizational culture in international efforts to stop the spread of nuclear weapons. In Transforming Nuclear Safeguards Culture, Trevor Findlay investigates the role that organizational culture may play in preventing the spread of nuclear weapons, examining particularly how it affects the nuclear safeguards system of the International Atomic Energy Agency (IAEA), the paramount global organization in the non-proliferation field. Findlay seeks to identify how organizational culture may have contributed to the IAEA’s failure to detect Iraq’s attempts to acquire illicit nuclear capabilities in the decade prior to the 1990 Gulf War and how the agency has sought to change safeguards culture since then. In doing so, he addresses an important piece of the nuclear nonproliferation puzzle: how to ensure that a robust international safeguards system, in perpetuity, might keep non-nuclear states from acquiring such weapons. Findlay, as one of the leading scholars on the IAEA, brings a valuable holistic perspective to his analysis of the agency’s culture. Transforming Nuclear Safeguards Culture will inspire debate about the role of organizational culture in a key international organization—a culture that its member states, leadership, and staff have often sought to ignore or downplay.

Book excerpt: This publication is part of a series that aims to inform nuclear facility designers, vendors, operators and State governments, about IAEA safeguards and how associated requirements can be considered early in the design phase of a new nuclear facility. This particular publication is applicable to the design and construction of commercial uranium enrichment plants. Safeguards by design dialogue undertaken early in the design and construction of enrichments plants facilitates the implementation of safeguards throughout all the lifecycle stages of the facility. The potential to reduce costs, avoid retrofits and achieve efficiencies both for the operator and for IAEA Member States, are important drivers for the early consideration of safeguards in a nuclear facility design project.

Book excerpt: Nuclear technology in all countries of the world is subject to controls from the International Atomic Energy Agency (IAEA) to prevent its misuse for military purposes. Recently these controls (or "safeguards") have come under criticism for lack of effectiveness, and the IAEA has now elaborated a strengthened safeguards system reaching deep into the domains of national sovereignty. Problems and prospects of the new system are discussed in this book by a team of German and international scholars, practitioners and officials.
