Book excerpt: Atmospheric plume dispersion models are used for a variety of purposes including emergency planning and response to hazardous material releases, determining force protection actions in the event of a Weapons of Mass Destruction (WMD) attack and for locating sources of pollution. This study provides a review of previous studies that examine the accuracy of atmospheric plume dispersion models for chemical releases. It considers the principles used to derive air dispersion plume models and looks at three specific models currently in use: Aerial Location of Hazardous Atmospheres (ALOHA), Emergency Prediction Information Code (EPIcode) and Second Order Closure Integrated Puff (SCIPUFF). Results from this study indicate over-prediction bias by the EPIcode and SCIPUFF models and under-prediction bias by the ALOHA model. The experiment parameters were for near field dispersion (less than 100 meters) in low wind speed conditions (less than 2 meters per second).

Book excerpt: The Ocean Breeze-Dry Gulch (OB/DG) atmospheric dispersion model is used extensively by the USAF Air Weather Service for predicting the hazard zone resulting from an accidental toxic chemical spill. This model is an empirical and statistical model derived from the Ocean Breeze, Dry Gulch, and Prairie Grass experiments conducted in the late 50's and early 60's. the USAF Scientific Advisory Board recently recommended that the OB/DG model be replaced with a current state-of-the-art dispersion model. This report represents the first step toward evaluating the OB/DG model and finding a suitable replacement. The hazard distances computed from the OB/DG model for different meteorological conditions are compared with the hazard distances calculated with the Shell Oil co. SPILLS model and a modified version of the model. In the modified Shell model, the discrete Pasquill stability categories are replaced with a continuous stability parameter, and surface roughness is included as a factor in defining the rate of cloud growth. The OB/DG model agrees quite favorably with the modified Shell model except at low wind speeds where it predicts considerably lower distances. The Shell model calculates generally larger distances and much greater fluctuations with wind speed, and therefore does not agree as well with the OB/DG model. The similarity in output between the modified Shell model and the OB/DG model lends support to further consideration of this model as a possible replacement to the OB/DG model.

Book excerpt: The D2-Puff atmospheric dispersion model was developed for use in estimating the downwind hazards resulting from accidental releases of toxic chemicals at U.S. Army chemical munitions storage depots. D2PC, the only model currently accredited for that purpose, assumes flat terrain and steady-state meteorological conditions. D2-Puff is intended to extend the D2PC methodology to complex terrain and variable meteorology in a user-friendly computer code. The independent verification and validation (IV & V) study of D2-Puff Version 2.0.6 focused on these accreditation requirements and the implicit requirement that the model provide safe-sided hazard estimates. The conclusion of the independent verification is that D2-Puff correctly implements the D2PC methodology in a convenient and easy-to-use computerized model that fully satisfies all of the specified operational requirements. The conclusion of the independent validation is that D2-Puff is unlikely to underestimate downwind hazards in terrain typical of that found in the vicinity of chemical depots. However, D2-Puff is likely to overestimate the time that it will take for a toxic cloud to travel more than a few kilometers downwind because the model does not consider the height variation of wind speed.
