Book excerpt: This preface is being written at a time of exceptional public interest in the North Sea, following media head lines on toxic algal blooms, the mass mortality of common seals, and concern over pollution levels. These headlines may suggest that pollution of the North Sea is a recent event. This is not the case. Although no data are available (methods simply did not exist), it is safe to assume that emission (both into air and water) of heavy metals already started to increase in the 19th cen tury. The growth of cities and introduction of sewer sys tems led to the discharge of raw sewage and sewage sludge. The introduction of man-made (xenobiotic) organ ic chemicals and their subsequent emission into the North Sea commenced before the second world war. The shallower and coastal areas of the North Sea receive the highest concentrations of these pollutants. Not unexpectedly, these areas - some Norwegian fjords, the Dutch coast, the German Bight - show signs of ecosystem deterioration and eutrophication. A certain percentage of the pollutants does not remain in the North Sea but is "exported" to the Atlantic. The North Sea therefore con tributes to the global input of pollutants to the world's oceans. The major part of the pollutants accumulate in the North Sea and are incorporated in the bottom sediments. Although they are "out of sight", they should not be "out of mind".

One of the main problems in society, and a major function of government is how to cope with this pollution. 80 years ago the maxim used to be "the solution to pollution is dilution"; to dilute any pollted water supply in a large river, or to build a tall chimney stack to dilute air pollutants into the air so that concentrations of pollutants are always low. Since 1950 western countries have gone further and made major attempts to reduce the emissions of the most important pollutants. The discussion of what is an important pollutant has changed. To S02 and heavy metals such as cadmium or arsenic we now add fine particles and even (when we discuss global climate change) C02. The experience and practice of the western countries was only partly followed in the USSR (although the switch from use of coal to natural gas in major cities around 1970 was very important). Since the collapse of the USSR it has become fashionable both in the west and inside Russia to blame all society's ills on pollution. The statistics do not bear out that conclusion, but pollution remains an important issue which can be reduced without significant detriment to other societal values.

No scientist would dare to pre dict in detail the consequences of this gradual change due to its immense complexity involving social and economic factors and near countless chemical and phjsical cycles in our biosphere. In this chain of processes, the transport of pollution is an important factor, but only a factor. Therefore, I would like to emphasize that the mOdelling of atmospheric transport is becoming more and more an activity which fits into larger frameworks and can no longer be exercised as a single step, which bridges the gap between emissions and policy measures. This is also reflected in the topics and papers which were presented at this conference. The topics were: - emission invetories for and source treatment in air pollution dispersion models; - modelling of accidental releases; - regional and global scale dispersion mOdelling; including boundary layer-free troposphere exchange processes and subgrid scale parameter isations; - model verification and policy implications; - new developments in dispersion modelling and theory. 56 papers were presented in these sections. While many posters were dis cussed in a special session.

It offers new and updated scientific findings in regional climate research for the Baltic Sea basin. These include climate changes since the last glaciation (approx. 12,000 years ago), changes in the recent past (the last 200 years), climate projections up until 2100 using state-of-the-art regional climate models and an assessment of climate-change impacts on terrestrial, freshwater and marine ecosystems. There are dedicated new chapters on sea-level rise, coastal erosion and impacts on urban areas. A new set of chapters deals with possible causes of regional climate change along with the global effects of increased greenhouse gas concentrations, namely atmospheric aerosols and land-cover change. The evidence collected and presented in this book shows that the regional climate has already started to change and this is expected to continue. Projections of potential future climates show that the region will probably become considerably warmer and wetter in some parts, but dryer in others. Terrestrial and aquatic ecosystems have already shown adjustments to increased temperatures and are expected to undergo further changes in the near future. The BACC II Author Team consists of 141 scientists from 12 countries, covering various disciplines related to climate research and related impacts. BACC II is a project of the Baltic Earth research network and contributes to the World Climate Research Programme.
