La carte permet de reconstituer la mémoire de la difficile relation entre l'action publique et l'espace. Elle en dévoile ici quatre aspects : les dynamiques du territoire ; les politiques publiques ; le rôle des collectivités locales ; l'Europe.

Book excerpt: This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Available in PDF, EPUB and Kindle. Book excerpt: In both countries, France and Germany, there is great pressure to change and adapt towards new forms of urbanity and to conceive new strategic approaches with limited public finance and a need for economic efficiency. Not all types of urban areas are equally affected by these issues. The book aims to do justice to this situation, considering in both cases the context of the national urban systems. As it proved impossible to address all the topics relevant to the spatial development of urban and rural areas, the authors decided to concentrate on a number of important topical themes which are undoubtedly relevant in both countries, albeit in different ways, and which could be significant for a comparison. The focus is thus on issues related to metropolises, small and medium-sized towns and particularly current issues of urbanity, sustainability, Smart Cities, transport and mobility, and the role of cross-border urban development. The structure of the chapters is conceived in these terms. Besides scientific and theoretical approaches, the authors also consider the practical planning perspective and methodological aspects of the topic at hand. They mainly address three relevant factors: the differences between the two institutional systems, the development paths and historical constants, and how new challenges are addressed on both sides of the border.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2001. Significant transformations in the spatial organization of European cities have taken place over the past two decades. Social fragmentation, increasingly complex systems of governance, the transformation of relations to public space and the shift of work from the industrial to the communications sectors, have placed increasing importance on a city’s position in terms of the global network. This book brings together an interdisciplinary team of European experts to discuss how these transformations have forced a radical reconsideration of the traditional definitions of the city. Comparing a wide range of European cities, the book highlights the diversity of urban forms and tackles the questions regarding the quality of life in new urban spaces. The result is a comprehensive and incisive examination of the capacity of urban policies to evoke real changes in the city and to regenerate the systems of urban governance.

Book excerpt: As a key element of individual and social well-being and quality of life, landscape plays an important part in human fulfilment and in reinforcement of European identity. Adopted under the auspices of the Council of Europe, the European Landscape Convention aims to promote the protection, management and planning of landscapes, and to organise international co-operation in this field. It applies to the entire territory of the contracting parties and covers natural, rural, urban and peri-urban areas. It concerns landscapes considered outstanding, as well as everyday or degraded areas. Certain “dimensions” of the landscape are presented in this publication, which addresses key issues for its future, including democracy, education, economy, leisure and advertising. Landscape management processes – and even the term “landscape” itself – are also analysed. This book forms part of a process of reflection on the major themes concerning the living environment.
