Book excerpt: As a result of the social and economic dislocation caused by the reduction in the quota of northern cod and other east coast quota reductions, the federal government introduced the Atlantic Fisheries Adjustment Program in May 1990. This document presents an evaluation of the Program to assess the its performance in attaining the objectives of rebuilding fish stocks, adjusting the fishing industry to the realities of the 1990s, and diversifying the industry from dependence on traditional resources and products. Evaluation work included interviews with key participants and funding recipients, a survey related to the economic diversification component of the Program, a document and literature review, and case studies of 31 large projects conducted under the Program. Findings are discussed with respect to such issues as the relationship to ongoing Dept. of Fisheries & Oceans activities, contribution to scientific knowledge and to improved fishery management, cost effectiveness, private sector investment caused by the Program, timeliness and consistency of Program decisions, and program management. Lessons learned that could be applied to future special programs are outlined.
